  • The United Nations Security Council held its first meeting on artificial intelligence on Tuesday where China said the technology should not become a "runaway horse.”
    The United States warned against its use to censor or repress people.
    Britain's Foreign Secretary James Cleverly warned that the technology fuels disinformation and could aid both state and non-state actors in a quest for weapons.
    Russia questioned whether the council, which is charged with maintaining international peace and security, should be discussing AI.

      Major AI incident 😂 Gosh ppl really are dumb. How about you take a look at how we treat less privileged/ minorities/our planet and think about who is the most danger to ourselves? Humans will use AI for bad things decades before AI could do bad things to humans. Maybe watch less braindead american movies and take a look at history, sociology and geopolitics.     One very important aspect regarding the current rapidity of AI development that I think is being overlooked and disregarded is the problem of proliferation.
    With nuclear weapons, such potential proliferation is inherently much more limited due to the costs involved, as well as, the very limited availability of nuclear materials needed to create and build such technologies by nation states. Certainly, North Korea and Iran are indicating the increasing capabilities of relatively poor countries to develop and manufacture such technologies but they are the exceptions to the rule, so to speak. Obviously, so-called "dirty bombs" utilizing radioactive substances in a conventional explosive device is another not insignificant issue. In any case, I think that it is fair to suggest that the proliferation of nuclear weapons will continue to be a limited possibility for the near term future.
    Unfortunately, in the case of artificial intelligence technologies, virtually everyone will eventually have the ability to access such capabilities to achieve almost anything they desire to. Proliferation is guaranteed!
    Much of it will NOT be done in the interest of the general benefit of humanity. Instead, it will definitely be utilized to seek advantages over others in the form of weapons development, disinformation creation and dissemination, economic benefits, terrorism, cyberwarfare, etcetera. In many ways, these technologies will provide nefarious actors with multitudes of new ways to create chaos and to do damage in ways we have not yet imagined.
    Attempts to control such proliferation possibilities will very likely be entirely inadequate.

      Theoretical bioweapons development is one thing, but as with nuclear weapons, production is a whole different kettle of fish.
      Sure, ChatGPT was quite an eye opener for me, but it's flaws render it virtually insignificant.. With absolutely zero semantic ability, it will only stifle mid level originality. High art is completely invulnerable to current AI.
      The greatest danger is malevolent economic parties leveraging the context rich search features of LLMs.
      What we are hearing here is little more than 1990s research.

    I read a scary news report about AI a while back. A big US tech firm gave a learning AI a simple task to do, which was to find the motorbikes on a Captcha box. The AI didn't understand what a motorbike was at first so it hacked into the taskrabbit app, and asked a human to do it. The oblivious human who was suspicious asked the AI, are you a bot? The AI said.. get this. 'No, I'm just visually impaired." And the human did the task. This obviously surprised the tech guys in the lab was not only shocked the AI cheated, but manipulated the human to do a task for it.
    Now even the big tech giants want regulations on AI. Gotta be the first time in history that billionaire capitalists want regulations on their product. Obviously something spooked them at the Bilderberg meeting.

    The human can decide their actions. It might be good or bad but they're responsible for their actions. If it's good we can cheer them up! If it's bad or illegal, then we can take necessary legal actions lock up that person and avoid like that future events. When AI did illegal to whom you take legal action.
    Now someone can say we can program high security on the software and avoid such circumstances. But I say "Hey dude, until this moment still hackers accessing 50+ years old systems and stealing money. How can you assure AI high security even if you cannot safeguard their banking system."

    Wonderful. The UNSC will be about as effective discussing AI, as they have been about climate change, peace in the middle east and everything else that they waste endless hours talking about while producing no meaningful results. They are a total waste of both time and money.

    Wake up to the inevitability. As soon as the hardware proved viable, AI was coming. We need to see this time before AI as a transitory period. If we get AI right, we can fix everything. If we get it wrong, we can break everything. With the exception of unexpected ELEs, there is no more important discussion right now.
