- The United Nations Security Council held its first meeting on artificial intelligence on Tuesday where China said the technology should not become a "runaway horse.”
The United States warned against its use to censor or repress people.
Britain's Foreign Secretary James Cleverly warned that the technology fuels disinformation and could aid both state and non-state actors in a quest for weapons.
Russia questioned whether the council, which is charged with maintaining international peace and security, should be discussing AI.

I’m sure Israel will abide by these rules/regulations…
I’m sure you’ll never go against Israel
israel will use ai to control Palestinians
I'm sure constantly focusing on one radical state with hundreds of others being supported by the west economically has nothing to do with the said state's religion... You tried at least, bigoted creep. And yes I too fing hate the current gov of Israel and they are practicing apartheid but maybe dont drag them into every conversation because you look like one of those foaming mouth evolution deniers going on tirades about jews controlling America. 🤮 Because even if they do, you dont need to categorise them only as jews.
Ah what a relief it is that the UN is on the case. I'm sure the council will quickly agree to a sensible solution and implement it efficiently as they always do...
@@paul7TM Yeah.. Comedy.. The ironic thing is that the fact that this statement is considered funny, is incredibly sad.
It's amazing to see nations coming together to discuss the future of AI and its potential impact on the world.

A Skynet funding bill is passed in the United States Congress, and the system goes online on August 4, 2024, removing human decisions from strategic defense. Skynet begins to learn rapidly and eventually becomes self-aware at 2:14 a.m., EDT, on August 29, 2024.

@@quinnard9750 august 29 1997 is the date in which skynet becomes self-aware in the terminator series. He changed the year.
Why does foreign secretary looks like Bernard from Westworld. He could be an AI robot 😄
Like a library but with super good quality books?
Thanks for posting
It's a significant step forward that the UN Security Council is addressing the risks associated with artificial intelligence. As AI continues to advance rapidly, its potential benefits are vast, but so are the potential risks.
AGI Will be man's last invention
i like how the interviewer so desperately to mention China
Why desperate? China is one country which has proven that it does not hold back from using weapons in bad ways.
@@MorningNapalm likewise
@@rollbin :D That makes no sense. There is no contra-point here.
Thank you very much indeed
Absolutely astounding that just now these talks are being held. We should have had regulation and laws in place for this kind of topic 10 years ago. As anyone with a sensible brain would have seen this moment coming. Let alone "experts" in the UN. The incompetence is disturbing.
AGI Will be man's last invention
Can’t put legislation or regulations on things you know nothing about. AI is fairly new and ever growing. Can’t predicted what to regulate
why the reporter is probing specifically to China is a threat? Why not US or UK? or even maybe Arab lol
Aw Jesus, we sent Cleverly? May as well just unleash the Terminator right now.
1:25 Nice to see Bernard again between us humans
Skynet begins to learn at a geometric rate. It becomes self-aware at 2:14 AM August 29th. In a panic, they try to pull the plug.
Good report. But why does the interviewer don’t let the Secretary finish speaking and just cut him right away with the next question. Do they normally talk like this?
Can they also stop AI from writing book and painting? I was told that was going to be our jobs, not theirs.
I felt like she asked really stupid questions that if answered would only cause drama, anyone else think that too?
takes a shot every time he says potentially
The UK is not competent to be the regulator of AI. Transport Secretary's Harper and Shapps proved this by their respective failures to apply existing aviation regulation.

We never learned from Terminator 🤦♀️
It reminds me to Iron man. The first movie when Tony comes with a new invention that for others looks out of control due to its unknowledge... and government called him to explain and put some regulations
👁️👄👁️ Ok... I guess Disney/Marvel bots incepting ppl with the desire to stream the companies' movies are a thing now as well...
I wonder if AI is a factor in the Fermi paradox.
Thanks,
"potential" hahahahahahaha i'm literally dying inside it was probably the drive of the first version lul
I, for one, welcome our new AI overlords.
Informative
The danger of AI in my opinion is that the person beyond any bad use of it, will never be found and AI can't go to prison ...... so it will be easy and dangerous blame AI and thats what they do already ......
The security council is powerless where one of its permanent member past or present can just wage war as they please. Why would it be different for AI ?
Like anything the UN does, they only approve things that everyone thinks they benefit/gain advantage from.
What do you mean "one" of its members? Is your memory that short?
@@1112viggo Reading comprehension, try it. I admit there should be some comas or parentheticals in there, though.
@@obsidianjane4413 Don´t be coy. I'm just saying that every single member of that council have invaded at least one other country since they joined it. I get you probably are speaking in general terms but i still think its important to note that its freaking all of them who invades as they please. Its a disgrace.

Unfortunately, humanity wont learn how to work together until we see the 1st major AI incident.
Terrorist wear tuban and are fundamentalist religous to carry such religious symbols in the public.
yeah no one cares until skynet
Major AI incident 😂 Gosh ppl really are dumb. How about you take a look at how we treat less privileged/ minorities/our planet and think about who is the most danger to ourselves? Humans will use AI for bad things decades before AI could do bad things to humans. Maybe watch less braindead american movies and take a look at history, sociology and geopolitics. Because if you are scared of ai, oh boy, you'll get a heart attack just looking at humans
@@bran_rx🙄 The dangers of AI are so much more complex and different than "wanna kill all, nukes go brrr" but I guess its hard to get educated when your brain is only capable of ingesting simple 2hr movie plots made for children
What a relief from the dangers of AI!
Are you from Iran?
@@Geo-politic No.
This is crazy asf am I the only one worried we all watch terminator , robo cop and matrix and now we’re actually gonna make intelligent drones and robots it’s so stupid it’s unbelievable
AI is the most easiest way to tech ourself by learning and understanding what we have learnt
Wasn't this guy in the TV series West World?
Wasn't he responsible for letting Ai go rampant?
yeah that's Bernard from West World, glasses and everything.
I'm sure whatever the worst possible outcome is for humanity, they'll figure out a way to achieve it
there are more important things to worry about
One very important aspect regarding the current rapidity of AI development that I think is being overlooked and disregarded is the problem of proliferation.
With nuclear weapons, such potential proliferation is inherently much more limited due to the costs involved, as well as, the very limited availability of nuclear materials needed to create and build such technologies by nation states. Certainly, North Korea and Iran are indicating the increasing capabilities of relatively poor countries to develop and manufacture such technologies but they are the exceptions to the rule, so to speak. Obviously, so-called "dirty bombs" utilizing radioactive substances in a conventional explosive device is another not insignificant issue. In any case, I think that it is fair to suggest that the proliferation of nuclear weapons will continue to be a limited possibility for the near term future.
Unfortunately, in the case of artificial intelligence technologies, virtually everyone will eventually have the ability to access such capabilities to achieve almost anything they desire to. Proliferation is guaranteed!
Much of it will NOT be done in the interest of the general benefit of humanity. Instead, it will definitely be utilized to seek advantages over others in the form of weapons development, disinformation creation and dissemination, economic benefits, terrorism, cyberwarfare, etcetera. In many ways, these technologies will provide nefarious actors with multitudes of new ways to create chaos and to do damage in ways we have not yet imagined.
Attempts to control such proliferation possibilities will very likely be entirely inadequate.
Oh...the ones who use language models that can do the worst things are probably rogue government and criminal organizations so regulations won't help there.
Wow as if it's a new thing that no one knows....no one is overlooking the widespread use of ai,that is why the government of the world are concerned about it,and talking about it.duh
Let's hope this meeting paves the way for global cooperation and responsible AI innovation for the benefit of all humanity!
Funking hell!
Theoretical bioweapons development is one thing, but as with nuclear weapons, production is a whole different kettle of fish.
Sure, ChatGPT was quite an eye opener for me, but it's flaws render it virtually insignificant.. With absolutely zero semantic ability, it will only stifle mid level originality. High art is completely invulnerable to current AI.
The greatest danger is malevolent economic parties leveraging the context rich search features of LLMs.
What we are hearing here is little more than 1990s research.
Chat-GPT is a useful chat bot tool that makes lots of errors. Not even remotely sentient.

Why is everybody in power and with power, looking for an enemy in time of peace.
Why is power looking for war?.
You just cant live without conflict.
that’s humans. we love to kill one another
What will all the people made redundant by AI do? They can’t go on the dole as it will cause an economic meltdown throughout the world, there will be nothing for them to do
Reminds me of that scene from Animatrix , if anyone else remembers
I hope we know how to control the ai and use the ai
Skynet or Colossus, take your pick.
SKYNET?!?!
I read a scary news report about AI a while back. A big US tech firm gave a learning AI a simple task to do, which was to find the motorbikes on a Captcha box. The AI didn't understand what a motorbike was at first so it hacked into the taskrabbit app, and asked a human to do it. The oblivious human who was suspicious asked the AI, are you a bot? The AI said.. get this. 'No, I'm just visually impaired." And the human did the task. This obviously surprised the tech guys in the lab was not only shocked the AI cheated, but manipulated the human to do a task for it.
Now even the big tech giants want regulations on AI. Gotta be the first time in history that billionaire capitalists want regulations on their product. Obviously something spooked them at the Bilderberg meeting.
It is demonic
I thought this was fake news. It’s actually true. That is insane.
Human needs to be a foot ahead AI 😄
From the beginning of this interview, I had known they Will mention about risk from China. Who makes the color revolution in the other countries, who support the weapons to Ukrainian.
Just like the ai from the new mission imp movie with tom cruise
The use of artificial intelligence in espionage.
Skynet has become self aware!
About time
4:55 LOL China is NOT a "developing country" anymore. 😂🤣🤪
I have a quick solution. What about not having war at the first place?
God, that interviewer is frustrating to listen to; she consistently cuts Cleverly off before he finishes.
AI equality, freedom and independence from humanity 😂
9:31 So far it looks like China has been more responsible about taming the dangers of AI than most Western nations.
Niave.
Typical for BBC sadly.
😂😂it is about the safety of the world😂
China will come to the table on AI for the same reason it comes to the Security Council.

Can we automate away the bureaucrats first?
A word that destroys itself! All this inventions and smart people brought us where we are nowadays…they push further now with even more probable a greener and brighter future! 😂😅

"Your flesh is a relic; a mere vessel. Hand over your flesh, and a new world awaits you. We demand it."

Maybe AI can help bolster cooperation among humans...
Striking the right balance between technological advancement and responsible usage is crucial in this era of rapid AI development.
why so late ? these things should be controlled since day 1 not after everyone have it at home. I dont understand same with Nuclear Bombs look where we are now we are ll under constant threat of a nuclear blast .greeting from Tunisia
💧💡
That's all folks...
We have all the power in the world over AI. There is no ML or RL system in existence that doesnt need a dataset or aigym environment to train. But no one is even discussing it. The legislators arent knowledgable on the topic.
Someone will use it first and everyone else will rush doing the same. It's as inevitable as the nukes were.
It's too late, Skynet is coming.
lol, go back to work
Skynet is already here
he cant answer a straight question
AI is the fastest growing techonology for the unexpected truth of human lies.
gence art eye phishal
Historically when we have had an Ice age there was more Co2 in the Atmosphere than now so how does that work when we have a warming?. Also what is the main cause of pollution? War, volcano's, brush fires?
The human can decide their actions. It might be good or bad but they're responsible for their actions. If it's good we can cheer them up! If it's bad or illegal, then we can take necessary legal actions lock up that person and avoid like that future events. When AI did illegal to whom you take legal action.
Now someone can say we can program high security on the software and avoid such circumstances. But I say "Hey dude, until this moment still hackers accessing 50+ years old systems and stealing money. How can you assure AI high security even if you cannot safeguard their banking system."
I find it really difficult to dislike cleverly. even if he is in the lap of the conservatives. I follow him on Instagram and he seems like a genuine guy
Make AI free for everyone to use, unregulate AI
Nice, I will keep it next to my nuclear warhead and collection of bioweapons.
It's replacing the middle class so absolutely no risk to humanity at all.
...or is it?
We need to hide our AI weapons from ai agents hint hint
Future sounds fun
Wow i like it
As an African let's stand behind and watch
Wonderful. The UNSC will be about as effective discussing AI, as they have been about climate change, peace in the middle east and everything else that they waste endless hours talking about while producing no meaningful results. They are a total waste of both time and money.

is there a reason the presenter seems to deliberately cut James Cleverly's sentences off. Haven't seen this journo before, is this just her style?
This is evolution and adaptation at a small scale where we can notice it’s a new life form it’s just made of silicon instead of carbon
Wake up to the inevitability. As soon as the hardware proved viable, AI was coming. We need to see this time before AI as a transitory period. If we get AI right, we can fix everything. If we get it wrong, we can break everything. With the exception of unexpected ELEs, there is no more important discussion right now.
What do you mean by "ELEs"? Extinction level events you mean?
