The Sinulog festival is one of the grandest and most colorful festivals in the Philippines with a very rich history.
The Sinulog Festival originated in Cebu City in the Philippines. It's held on the third Sunday of January. It commemorates the conversion of the Cebuanos to Roman Catholicism and pays tribute to the Santo Niño de Cebú, also known as the Holy Child Jesus.

Yes sinulog will be on the 21st brother but there are competitions which are divided into three sinulog sa kabataan, sinulog sa lalawigan and 21st sinulog

Idolatly is difference from iconography, the Word made flesh, so God the Son appears to be a man and have an image, as the bible attest Christ is the visible image of the invisible God. What idolatrous in this festivals if the honor they celebrate is to give praise and honor to the Child Jesus, who is God Himself. You are bluffing.
Did God really prohibits the making of an image, why He commands the makings of two Cherubs atop, the Ark of the Covenants, asked Moses to make a snake out of brass to save Istralites from snakes bites, asked Aaron priestly robes to be decorated with images, Solomon's Temple is adorned with images of angels and Lions and God even was pleased and dwelt with it, so God contradicts Himself?, there are idols, and icons/sacred imagess, you must know how to diffenciates! Why you would only try to call out statues of Catholic Church, what about the Statue of Liberty, and other famous sculptures are they againts to the commandments? For if we indeed follow your logic then every forms of art is illegal? Even your family pictures, IDs and the likes!
Almost all performances share the same choreography... copycats of performances in many city/town/provincial festivals.
The true sinulog are found in a few towns in the visayas where old and young dance to beating drums as the sto. Nino is brought to and bathed in either the sea or a river.

My Church have stand centuries of persecutions, blooms by the blood of the martyrs which are listed in the litany of saints of Catholic Church, enshrined the bodies of the Apostles w/c in house in Basilica all through out the world, compiled and canonized the Bible, w/c all of you entrusted your faith in full. My question is, how can a wrong Church create such Holy Book which you have base your life and your faith without doubt, if Catholic Church is evil, the Bible is a lie after all, how come something Holy will come out from evil?
