Shivering Isles: Travel to Bravil's 'Bay Roan Stables'. From there you can see a large body of water and a little islet in the middle of it. That is where you start the quest. Knight's of Nine: You could start this by having an NPC mention that something happened in the Anvil Chapel, Or that takes too long just visit Anvil yourself and there should be an NPC there that mentions this to you.
Knights of the nine is located in anvil talk to dude outside chapel you will be informed of massacre that occurred at chapel. You will be advised to visit all 9 wayshrines of the gods and be provided a map to start the quest.

I swear man Xbox BC, even years later, is finicky as hell. I'm on the 1X and it loads up the DLC when it wants to. I had to restart the game multiple times(no uninstall required) before it decided to check for it even though it was installed already(and had loaded previously when I first installed a day ago). I've had it do the same crap with F: NV, you'd think it wouldn't still act like a beta version by now.
Now the problem I'm having is much more of a problem as this method seems not to work anymore. Ever since they uploaded oblivion to gamepass I have not been able to get it to work. When I put in the disc it loads the digital gamepass version. And after uninstalling and trying to install again. It will only download the dlc not the game anymore. And when trying to put in the disc 1 it instantly installs the game as if it was already installed. Try to play the game being it says it's installed it then tells me I do not have the game installed lol. I am so confused because now I can't even play the game what so ever lol. Because now even downloading it through gamepass does the same thing and instant installs and tells me the game is not installed. As well as no access to dlc with gamepass version
The new interface that takes off the “install disc” icon is horrible. They should allow you to select update under the manage game area or allow you to access the install disc function in order to add the dlc. I even tried to insert another game not installed and pin the “install disc” icon, but there was no pin option. Oh well, will uninstall and reinstall and play another night since I don’t want to wait. This is a huge oversight on their part.

Out of everything I could think of, I'd try uninstalling oblivion from the Xbox and try downloading it on Disc 2 only again and see if it goes through a second time. If, after that, it doesn't show up, then the download could be incomplete. Give a reinstall a shot first.
Took a few tries to get disc 2 installed but it worked installing as we speak kept getting error messages just keep trying and it will work then you should have access to both dlc’s when installed and only play with disc 2 do not use disc 1 ever
Ah, I managed to play with disc one after and it worked for me very well. Eitherway, both discs should be good to play with after, so if disc two works with you, that is all good
Another fun issue is fallout new Vegas ultimate edition had issue with disk 1 getting dlc on and like a dumbass installed disk 2 after removing disk 1 see if the oblivion trick would work and nope it did not and now can’t install new Vegas gotta do a hard reset to fix it. Every time install is attempted despite it being fully removed keeps showing the game as installed when it’s not
You should be able to keep reserved save. Do you notice it even downloading the DLC when you put in disk 2? You can check this in 'games & apps' as it's downloading the game. Should say you're downloading 7.7GB

So, I was wondering if you have any solutions?
Try inserting disk 2 and with it inserted, go to the xbox store and find oblivion there. Click on it and search for an area that mentions: add-ons for this game. From there, while the disk is inserted, check that you can download the add ons from the store. I would assume your disk has some damage and in the process of the download it wrote corrupted data to storage. I could be entirely wrong on that tho, but it is strange that it would only download some of the DLC. Either way hopefully that method works!
A_Moist_Man It wasn't working that way either, and it doesn't make sense that all the dlcs show up on the main menu under "games and add ons" but not on the main menu of the actual game. When I go to the start screen on Oblivion it shows all the dlcs except KOTN:(

If u use an external hard drive the discs will not install take out drive then the discs will install

You have to play on disc 2, if u play it on disc 1, the game wouldn't show the dlcs, I hope that helps

You should be able to keep reserved save.

I’ve had the same issue. It appears that all the DLC is included only in the goty deluxe edition which is only available on PC.
