They probably didn't know how else to incorporate Caius' werewolf form without making him ridiculoudly overpowered. And Rubia had Sacred Shine as a regular spell in Tempest, so they gave it to her as a Hi Ougi in RM2.

Then again in Tales of Vesperia. Personally i like Barbaratos because he's just funny as heck. BURA! But to answer your question yes he was in Vesperia.

Well phantasia, hi ougi weren't invented yet, Eternia, well no clues why only Reid and Farah have it, Rebirth required 2 people so that's out, Legendia had a different sysytem so they took those out and i think thats all

Fighters don't NEED to be translated (um... Street Fighter only had Japanese voices until the main 4th). Eternal Sonata didn't match TOV's critical success. And even with their low sales, successful series such as Persona still kept the Western audience satisfied (And in our case, other Eastern). Why doesn't Tales get localized?

i think Lloyd's looks better in tales of world then in symphonia...
It's probably not worth it to them to re-write in a Hi-Ougi for them and then go through all the programming and such. But that's just my guess.

Thats because they had skills of Hi ougi calibur/had skills they are hi ougis. The Legendia characters didn't have Hiougis period.
