I assume the "shop" tapped the power for the FF sensor off the EVAP solenoid. If so, you can absolutely remove the solenoid both physically and in the tune.

With the hood being cut , how safe is it for the car being out in the rain ?

The cut in the back firewall section, not the plastic portion but the actual metal portion, is that to clear the barbs and hoses back there or to clear the actual lid/base itself?

It is a bit of both. A little bit of the lid hits it but it is mainly needed so the barbs and hoses can clear.

Just a GM Flex Fuel sensor that is hardwired off the EVAP Solenoid

Plug the two holes with the provided hex head plugs and then just get a fitting for the brake booster👍🏻
