      Incorrect.
      Police have rules about use of force and can get in trouble if they go beyond the use of force needed.
      Like if they dislocate your shoulder or break your arm and that use of force was found to be above what was needed, then yes they can face charges for it.
      You really need to read up on things instead of assuming things or just hearing something and believing it to be true.
      Many police officers have been arrested and sued or fired and sued because they went above the use of force needed.

      its about taxation. these cops are not there for your protection. they are tax collectors for their department/governing body. They also do nothing productive the whole day, so they feel justified spending massive tax payer money for ambulances to follow up their excessive authoritarianism. immensely unprofessional and an example for why many police officers are currently a welfare program for those of low intellect and awareness, capable of only being a bully.

    Sorry, but escalating "no light on a bicycle" to a violent physical assault and threatening a mauling by a dog is absolutely beyond the pale. I don't care what the law says. This is absolutely INSANE. What are we even doing in this country anymore?!?

      It wouldn't have come to this if he'd just done what he was asked, I wholeheartedly disagree with a felony charge, but come on man... The whole time the cop was talking to him as he was fleeing telling him WHY he was being asked stop. By refusing to do so he only put everyone in danger, yes, even on a bike because they have a job and a duty to stop him. His refusal to stop creates a situation where both himself and the officers can get hurt, which is negligent and incredibly irresponsible. If he just stopped the most likely case is that he gets a citation which he can contest in court, worst case is he takes the city PD to court for police misconduct and comes out of it tens to hundreds of thousands richer. The worst outcome by refusing is that is he, or the officer suffers serious bodily harm/injuries or worse.
      This situation he's in sucks, I don't think the felony charge should even be possible, but this is his own damn fault. People going on saying things like "Thank god the officers stopped this criminal." fail to realize that it's a part of the job, same as things like domestic calls, public disturbance, or similar. There are things they HAVE to do that frankly they don't want to, this is one of them. Every law and ordinance has to be followed... Even if some of them are stupid, they don't make the laws, they just enforce and uphold them, albeit poorly in this case in my opinion. I hope the Lacrosse PD chooses to drop the felony charge, and if not I hope this guy gets proper legal representation to fight that charge because it's extremely unreasonable, and while a court in the past may have ruled in favor of the officers on similar cases, the keyword is 'similar', and most judges I'd wager would find the severity of his crimes don't warrant a felony charge.

      It makes me think back to my childhood. We never had lights on our bikes. Would they have tackled a 10 year old his bike especially if he was scared and confused just trying to get home. Would a 10 y/o face felonies for the same reason as this guy? Knowing the police these days the answer is yes.

      Refusal to stop - it only makes sense to refuse if they have something criminal to hide. The moment they ‘run’, which is what this guy did- an Officer is OBLIGATED to pursue and investigate, for good reason.
      This guy ‘looks’ like he’s harmless but I can guarantee if he was in a darker hoodie with darker skin more people would see him as a threat. Appearances don’t matter, he ran from police!
      Know the laws. There are good reasons they exist.

      @@chazz0418umm no…not having a tail light on a bike is a minor law, he was riding down the sidewalk on a well-lit road, he clearly posed absolutely zero danger to anyone, the officers were the ones who chose to engage for no reason, he had already stated that he was going home and doesn’t trust cops, to which they proceed to prove him right by assaulting him to the ground over a fucking bicycle tail light, let that sink in, they said he was just going to give him a warning, they could’ve just as easily chosen to escort him to his home to make sure he was safe, or they could’ve just told him that he should be careful and let him carry on his way, officers are supposed to DE-ESCALATE THE SITUATION, not tackle a young man off his bicycle for not having a tail light and the give him a felony charge

In that case you could also end up with a felony charge too. Moral of the story, stop for the police, fight in court not the streets.

The citizens of that town voted for an ordinance requiring bikes to have lights. This guy was in violation. If he weren't a moron, he would've gotten a warning, walked his bike home, and bought a light for it later. End of story. You can't just not follow local laws and not stop for police because you are on your way home.

He could have said that he only wanted to give a warning for the light. Instead, this is how the light was first mentioned: "Ya ain't gonna win buddy, there's more cars coming." "What do you guys even want?" "It's just the light, you dumb idiot. You wanna get bit? I'll send them out right now (dogs)"

    Giving the officers a C+ was a little too generous. Tackling a man off his bike is a pretty dismal move. As someone who broke his arm falling off his bike, I can attest to how dangerous that type of strategy is to all parties involved. I have a hard time believing that less violent strategies were unavailable. Although officers are not technically legally required to use the least violent and intrusive means to apprehend a fleeing suspect, it would’ve behooved them to use common sense and exercise better judgment.

    Imagine being willing to sic a dog on someone for a petty victimless crime like a bike light being out. Policing in America is wild and out of touch with reality and the crazy part is American citizens are desensitized to this absurd level of aggression and violence from the people meant to protect them.

      This wasn’t for the bike light specifically, but rather resisting arrest. While the threat is less commonly directed at someone actively fleeing on a bike, it’s more common when trying to detain a fleeing suspect especially on foot

      Here's why your argument is completely stupid and invalid. The officer saw someone breaking a city ordinance. It would take literally 3-5 minutes in a normal world for him to stop, give a warning, and be on his way. Instead, this idiot ran, which would indicate that he had a warrant or something more nefarious going on. And it isn't like by ignoring the bike light the officer would've been magically led to missing children he could save from trafficking. Cops have the duty to enforce all laws, big and small. A simple warning to a good citizen is not a bad thing. It could've even been a pleasant interaction. Normalizing and applauding some jackass not stopping for the cops is a braindead way to spend your time.

      I do private security. We had two break-in attempts on my shift last year, (both unsuccessful, thankfully) and both times the cops said they couldn't do anything because the property the people were attempting to steal was owned by a resident and not me. It's like why even answer the phone if you're not going to follow up on the video footage or take down a report? Just collecting paychecks.

There were multiple supreme court cases that have asserted the police have no obligation to help anyone or stop crimes.     In high school there was this cop who had it out for our friend group and one night they were after one particular kid as they came to break up a bon fire party. He started running at my friend and twisted his ankle on the way so out of embarrassment he charged him with assaulting a police officer. Same officer that was dating a girl that was a party regular so he would constantly roll through to check on her/ harrass everybody.

I personally think that law enforcement officer needs to take a dirt nap for having seriously wrong priorities as any peace officer worth a salt would have known it's not worth the trouble, but your grading scale and escaping bias is exactly what is needed in cop/citizen videos.       This just happened in Columbus, OH with a pregnant woman suspected of shoplifting alcohol from a grocery store. Officer moved in front of her vehicle with weapon drawn and fired on her when she put the car and gear and tried to drive away. Killed her and her unborn baby.

      I’ve been “nudged” by a moving vehicle like that. AND I’m noticeably shorter than the officer in question, meaning it’d be easier to get pulled under than for him. When a vehicle is pushing on you like that, it naturally pushes you off to the side of the hood. He remained in front of a car, had a gun out for a shoplifting suspect, and deemed the necessary action to take was to shoot the driver of the car. All he had to do was roll off, and they could get the plate of the car later. Instead it ended fatally.
      When people defend these kinds of situations it vexes me so much. Like, how low is your bar for *death?* Because there are way too many people who have set their bar for *ending someone’s life* at “you inconvenienced an officer.”
      In an alternate timeline the officer would have just rolled to the side. They’d get her plate, and she’d be dealt with. Instead, she’s dead.
      It’s pathetic that U.S army soldiers have better discipline in when to use firearms, than cops. 18 year olds fresh out of high school assess higher stress and more dangerous situations better than most late 20 somethings cops. You carry a gun near a soldier and they’ll watch your fingers and where you point the barrel. You carry a gun near a cop and they’ll watch you bleed on the ground while calling for backup.

She was suspected of shoplifting, which is a crime. The cops were within their authority to identify and detain her. Allowing her to drive off and using her plates as means of identification would not work considering she could easily claim that she was not the one operating the vehicle. I'm not saying she should've been killed, but it's really not that difficult just to obey the law. Driving a vehicle in the direction of another human being with no intentions of stopping lawfully justifies the use of deadly force. She was in the wrong. Period.

Obviously I agree that pushing the charges to the level of a Felony as well as tackling the guy when he’s standing there not making any sudden moves is excessive as hell, but the guy was riding his bike at night with no lights on his bike or self. A Bike IS a Vehicle technically by law which is why you have to obey the same laws as other cars or Vehicles WHICH INCLUDE having a functioning Light to be used at Night making this a lawful traffic stop because he was creating a dangerous and potentially fatal situation( all it takes is one car not seeing him in the darkness and blam, dead cyclist or driver or god forbid both).     a blind guy I know was out drinking at a Wisconsin bar with a friend. As they exited the bar his friend had an epileptic seizure and the blind guy tried to help. The cops showed up and beat the crap out of both guys and took them to jail. When the judge heard the case he dismissed the charges but qualified immunity kept the guys from suing the cops. So the cops were in the wrong, both guys got pretty badly beaten up and had no recourse; the blind guy had a $1200 medical bill show up a few weeks later. great time in Wisconsin!

And any time a suspect evades police, that's a red flag they may have a warrant or are committing a second crime. And while the police may exercise discretion in who they contact about minor crimes, they have a duty and ethical obligation not to allow suspects to flea once they have initiated the encounter. So, short of simply letting the suspect go, which wasn't really an option, what was the cop supposed to do?

    - Police stops you, because you don't have any lights
    - You stop and acknowledge and said you're just on your way home
    - The police will just give you a warning and asks you to drag your bike home

That's a pretty big red flag that nothing here was good faith want to prevent traffic issues it was just vindictive.     A man cannot even ride home on his bloody bike anymore without getting tackled by cops (injured, and put in a situation where they were ready to murder him for a bike light), slapped with a felony, and given an "F" from AtA? God Bless America. I don't really understand how he gets an "F"... I mean I'm willing to bet money that the felony charge does not stick, it's either going to get dropped if he has the money to fight it, or pleaded down if he's too poor to fight it (both makes me sick), either way it's a total waste of tax payers money and the courts time.

      He gives his rating on what the law is, not what the law should be. Everything the cop did was legal.
      But just because because it is legal doesn't make it right. Ita not right to cheap on someone just because it is legal.
      And while they were both in the wrong, the cop was clearly more in the wrong and he has much more power and his actions have far more severe consequnces than the rando on his bike, which only makes what the cop did even worse.

Everyone knows AtA try's to "follow the law" even if he doesn't agree with it, but he has some real clear biases, and clearly leans towards the cop bias more often than not. The law basically says "a cop can, individually, do no wrong as long as the pig doesn't 'know' what he is doing is illegal" (aka as long as they play stupid anything they do is legal), everyone knows this, every AtA episode is now done, A+ to every cop. Bam. But then he's giving F's to some cops who did nothing "illegal" however resulted in a 10M dollar lawsuit to the tax payers in a follow up 1983), he is laterally all over the place that no one can predict an AtA score. There are times he rates the cops A+ in cases where the victim's lost in the lower level court, and then 3 years later after the appeal process is over the appellate courts says the cops was in the wrong and all charges got dismissed, and then a 200k+ 1983 law suit gets filed, and in this case, if AtA was creating the episode from scratch, would give the cop an F, however, he already gave him an A+; he simply relies too much of the work being done for him by the court system, and when it's not done for him his bias shows way to much.
      For example the episode where the cop tried to pull a guy out of the truck and the truck drove off with a cop hanging on to the steering wheel. The cop then violently yanked the steering wheel to the side of the road and caused the vehicle to run into the ditch, and AtA gave the cops an A+ because they are "allowed to demand a person exit the vehicle" eventhough it was clear they were doing it based on their ego, and court found the guy guilty, and episode released. Then appeals court happened and all charges were dropped because the cops already finished the stop, handed the guy the ticket (ending the stop) before they decided to "ask" to search the truck, he declined, and then they tried to drag him out, and judge ruled that everything that happened after that is the fault of the cops, not the driver, resulting in a huge lawsuit. Also that even if the stop wasn't over, the cops were not in a state to fear for their safety to demand the driver to exit the vehicle, etc. The law has so much wiggly room when it comes to pigs that someone who is biased for cops really shouldn't be auditing them.
      This is what I was saying if you read the 1st message carefully. There are a lot better people out there now-a-days, ones who can actually predict the final outcome of these cases even before they happen. People who know the law much better that they can say that even-though AtA would give the cop an A+, that even if it fails in the lower courts, that the appellate court is going to smash this down immediately, and that it's going to result in a 1983 lawsuit that the victim's is very likely going to win because of the pigs actions, thus, the pig doesn't deserve an A+, he gets a C-, etc. People who follow/predict/publish the higher level courts (appellate/supreme, aka pro-rights) rulings closer than the lowest level (more-often pro-police) rulings, AtA usually falls into the lower court rulings, simply because often time thats the only thing availably when he makes the video, and it's too hard for him, with his bias, to accurately predict what happens after. But yes, for a lot of these episodes, AtA would likely be good at predicting what happens in the lower (city/town) courts, simply because often-times these course have the same bias as him (however he usually just looks it up, 99% of his episodes the low-level court case is already done). He is horrible at predicting how the case actually ends up at the very end though unless it's already done for him.

    I worked with officers that charged people for their own clumsy actions that caused them an injury. I have been injured by 3 different suspects and criminals and I never charged them for my fault. Either incidents were caused by the said suspects and criminals I arrested but if I would have been reckless I wouldn't charge anyone for that.

    When I was 16 , I got an ***actual traffic ticket*** in Winona (a town nearby LaCrosse) for riding my bike through a stop sign. No cars at the intersection, just a cop car parked & waiting. The ticket didnt mention I was on a bicycle. I went to court to challenge it and lost. First interaction with police set the stage to never trust them.

      @@matirion what? Tickets around here list make, model and color of the vehicle. The ticket absolutely should indicate that it was a bicycle. They're still going to be responsible for the ticket but it might help with points on their license and insurance rates if it shows they was on a bike.

    This is power tripping at it's most without consequence, i never had lights on my electric bike, and i had to bike 27 miles too and then from work at 4am, and always said "if they complained about my helmet or lack of light, I'll ask them to buy me one" considering i was barely able to live, and i was 16 too so idk how much it would've changed the encounter

      That's a really dumb analogy. Dude, don't act like if you were trying to stop someone from wrongdoing that you wouldn't be mad at that person because you got hurt while trying to stop them. The whole reason the cop got hurt in the first place is because the guy was FLEEING and ELUDING. You act like there was absolutely zero aggravating factor dummy.
      In the example you gave there were no aggravating factors. Of course if you bump your fn toe on a wall under your own esteem then that's your fault. However, if the reason why your toe got stubbed is because you were trying to catch your dad from falling then yes, it's your dads fault that you stubbed your toe dude.
      To put things into perspective, think about this: if someone committed a felony burglary and your mom died as a result of falling down the stairs while running from the burglar should we charge him with burglary only and blame your mom for killing herself? No, you'd be very fn angry if that happened. That's why we have the 'felony murder rule'. If someone is in the commission of a crime and someone else gets hurt as a result of the person's crime then they get charged with a felony for whatever happened to the person. How do you just dismiss the fact that someone got hurt as a result of a criminals actions?! Get real.

Just don't wonder why citizens don't trust cops and try to run from them.

      People that break one law are most often breaking many laws.
      People that run from police are using doing so because they are bad people who do not want to get caught.

    I 100% do not support "collateral consequences". When a person has served their sentence in full, their record should not hinder them.

      Ehhhh, I'd say it depends - you wouldn't want a man with a long record of financial fraud getting licensed as an accountant or a a child predator getting a job at a day care, for example.

      How would you feel if you were driving to work early in the morning and accidentally hit a bicyclist who didn’t have a light with your car and injured or killed them?

      The police today are not the same as the police before 9/11. Today's policing employs an 'us against them' mentality. Come to Ohio. Our police pulled over a truck because it was missing a mud flap. As the trucker was coming out of the truck with his hands held high (per orders from the police), one of the officers released the k9 to nibble on the trucker. Slowly but surely the public is beginning to react to these depts. Citizens need to retrain the police as to what we will and will not tolerate. They need to return to working FOR the public.

      They gave him every chance to comply. Just because you don't like a law doesn't mean you get to ignore it. If he had just pulled, there would be no issue, but he chose to flea from the cops. Don't run from the cops.

      Petty tyrants, this bike law is unconstitutional, same as the seat belt laws. The government has no obligation to protect individuals from themselves or an assailant. The Supreme Court has ruled on this numerous times.
