Depending on rng, they can spawn with power levels up to Judge and makes it incredible difficult to fight her, almost impossible. I'm surprised he's even still alive, like considering we're on a hardcore server and the fact that passive buffs have gone crazy OP (not sure about the new years patch) this one really sticks on the bottom of some restaurant tables.
