Having several family members in law enforcement and having interned myself, thefts of ~$20 aren't even on the radar of most departments due to prioritizing other possible crimes. For example, to most law enforcement, stopping someone who's speeding is 100x more important than a porch pirate, because lives are in danger in this case. Summarized: minor theft, no matter how widespread, doesn't hold a torch to felony crimes.
