  • This is my tier list on all monarchy and tribal government types in Europa Universalis. In this tier list we rate different government types to eachother and weigh their strengths and weaknesses. I also cover what nations have and what nation can use different government types.
    My next tier list will be with republic and theocracies so make sure to subscribe to not miss it.

    English monarchy is kinda annoying. Not having the nobility in 1.30 is really bad when you can get strong duchies, mil points, manpower, general cost etc

      Exactly. And the fact that the English Civil war does not provide a way to get out of it. You have to go republic then go monarchy from that.

      it's pretty stupid how the English monarchy lowers absolutism by a lot while a standard monarchy with a parliament doesn't. even with no nobility estate, I would totally keep the English monarchy if it didn't lower the max absolutism by that much

      Also, am I the only one bothered by the fact that parliamentarism and English Monarchy remove the nobility completely ? England and Poland (the other Kingdom with a true parliament) were not without nobles and in fact, in both cases the parliament was MADE of nobles, so I don't really see the logic behind

      @@sephikong8323 I think the point is that the nobility is now represented through parliament rather than through the nobility estate, so interacting with the nobility is now done via the buttons in parliament rather than estate interactions

      @@rianhoward3911 Well, the problem here is that by pressing this magic button, I also collect all of their crownland in one fell swoop, and since Parliamentary Monarchy (unlike English monarchy) doesn't incur an absolutism hit, everytime the age of absolutism is about to drop I simply grab that reform for all of the crownland which gives me more absolutism and faster for a faster Court and Country etc
      Parliamentarism already forbids regular estates interactions so I don't think that removing the nobility estate is really crucial, what you are saying would already be represented by the in game mechanics, but it would also not have this instant Thanos Snap effect on the nobility and act as if your country suddenly becomes a noble free utopia ......

      Yeah I don't know why its no the same tier as plutocracy and autocracy. It's the same thing but with a bonus. You want a 1000 ducats cause you have a lot of vassals? You need manpower? You need to keep your vassals in line? It's really good imo

    Plot twist: you can remain typical monarchy as poland after getting lithuania under PU if you give 4 privileges to the polish nobility(honestly idk how the zchzhchlahta is spelled)
    The 4 privileges will prevent you from getting fifth privilege cuz 4 is the maximum

      Interesting. This is for example not the case as Burgundy when you grand the Low Countries "The great privilege". If you already have 4 privileges for your burghers it will just not be visible but is still there. So another one has to be revoked before you can revoke this one :)

    Please use the wiki in future tier lists just like this time. It’s really hard to follow along your nation tier lists when we have no idea what the ideas of the nations are and just look at them in vacuum.

    Estates will be disabled only without the Mandate of Heaven.
    It is actualy quite OP for WC, I they rebalanced it. Mandate it now much easier to manage you only loose it for devastation in your states, corruption, having more than five loans. The downsides are that celestial reforms might be sometimes painful to do and meritocracy, which is not hard to deal it in early game.
    It was probably F tier before but in 1.30 it is A tier or S tier. You can get -20% core-creation cost. After you finnish celestial reforms, you can benefit from permanent -10% stability cost modifier and -2,5 national unrest. You don't even have to do the reforms. It works so well with Qing ideas for example.

    The wiki has got Celestial Empire factually wrong. Atm(`1.30) I am making a WC with Qing with Celestial Emire and I got 3 estates with the privileges for + 1 monarch point, On top of that Mandate got buffed and unless you have a lot of devastation or 300+ dev horde on your border AND no truce with it it is really easy to keep it going up and get some sweet bonuses!

    21:00 you actuallyl misread that. It says it has factions if estates are disabled, meaning that Celestial Empire can have estates.

    As Lithuania, you can form Russia or Ruthenia or any other of the Eastern Slavic releasable nations, I assume, by making one of the Eastern Slavic culture groups your primary culture and the decision to swap into another eastern Slav nation should show up in the "Policies and Decisions" HUD screen in EU4.

    Hot take: independent daimyo is not that good. It sounds good in a vacuum, but let's look at it in practicality. I'm by no means an expert on this, but I'm pretty sure, the only time you get to be independent daimyo, is when you have been a daimyo and your Shogun gets overthrown. And the one, overthrowing is probably already you. You have to become independent daimyo before you annex Kyoto, so you take the reform, but then you probably immediately want to become Shogun, which is a much better government type. Of course you could always just not become Shogun and stay as independent daimyo, but I don't see a good reason outside of roleplaying aspects.

      thats a good argument. There was one time where I split Japan with another player in a MP lobby. He took the shogun, and I remained an independent daimyo. 10% morale is a decent amount but other than that, its very medicore.

    can you do a tier list not just based on the normal game and normal nations but based on their cost when making a custom nation? because soem that you might list as high tier might not be so high tier if they cost 75 points etc

    in my opinion both iquta goverments should be a bit higher especially that iquta is simply better than autocracy, same with elective monarchy because it's op - you can pu literally all of europe, also it give you the union with lithuania and national unrest, maximum absolutism is not imprtant because you can become absolute monarchy in event - so it gets amazing bonusses that can carry you through early to mid game, however it shouldn't be in SS tier (only S) because you can't really control who is your ruler and it's sometimes hard to take good dynasty. also in my opinion austrian reform should be in SS tier because it saves you tons of diplomatic power - that you need as austria in order to finish ideas, anex vassals etc. also -2 national unrest is great the only downside is that you don't start with it but the same thing can be said about mughals. mamelukan gove type is too high, 2 admin point's are good same with culture and gov capacity bonus but the fact that you must stay as mamluks kills it because their ideas aren't the best - they are mostly for trade + 5% discipline but they unit type is bad i'd put them in A tier. celestial empire in my opinion is D or even C - true that it's better to form yuan without it but it's because you do this as horde if you're playing other nations mandate isn't really that bad - gives you nice bonusses, also meritocracy is actually good because you can generate a lot of monarch point's for free wtih cheaper advisors, it was in F before removal of "not enough tributaries" but now you form for example qing conquer land, spam tributaries and can run over whole asia and europe with economy. same with shogunate, you can literally vasalise whole world and it gets nice bonuses - only downside is that you can't become an empire but with tons of vassals it's okay - SS tier in my opinion. same with english monarchy it's not even close to be as good as elective monarchy so both can;t be in A tier.

    Daimyos could be S because nobody stays in japan after conquered all island. Against ming or colonial countries such as spain morale army and infantry ability are good especially when you combined them with the ideas like quality.

      It costs diplo points in a peace deal when you include things that aren't the war goal. things like annexing provinces and forcing vassalization will cost you diplo points if they aren't the war goal. That is what unjustified demands are. So -10% unjustified demands just means its costs 10% less dilpo points to do these things

    Celestial empire doesnt have estates if you play ming (they get factions). If you play another country and take the mandate you will keep your estates. Their +300 GC is the biggest buff of them all, you get permaclaims all over the china region, and you can you get -20%CCR via reforms+policy. You only dodge it as yuan/qing because the mandate takes away your horde government.

      You get estates even as Ming if you have Mandate of Heaven DLC.
      And it is much better than it used to be. Now it can be pretty OP for WC.

    If you like custom nations try playing a
    Feudal nobility custom nation owning the provinces of ashigaka and getting all the daimyos but they can’t fight each other and they help you fight wars better than daimyos and don’t take diplomatic slots but you can’t get more daimyos only vassals so don’t annex them unless they are landlocked
    Try to extort your daimyos with vassalage taxation modifiers such as high legitimacy, feudal nobility, influence ideas and policies, events, parliament and ideas so customize your custom nation to have vassal based ideas
    You don’t need vassal force limit because influence policies and ideas give you that also you extort your vassals so they can’t get much soldiers

    Lithuanian government type isn't the best, but the country it self has a good mission tree (tho it is small and lacks stuff for a country worthy of being a world power) where if Lithuania has boosts and you form PLC you get to keep those boosts for ever!

    Definitely SSS for Mughal Diwan, forming The Caliphate as Mughals is so cursed it's unbelievable (feudal theocracy + diwan)
    Also gond kindgom is for indian tribes like Bundelkhand if I'm not mistaken, I encountered this in my Nagpur run

    wdym celestial empire f?! You get 300 gov cap, which early in the game is great. it makes you and empire. you get -10% CCR, -2.5 unrest, -autonomy and +1 admin skill on ruler. you can choose to get another additional -10% dev cost and -10% CCR when expanding, +20% ship durability to kick malayas or japans ass, +10% inf CA when fighting european dudes or tax/trade when at peace. Cmon, it's great.

      Kevin Tenuta imagine a nation with an Austrian imperial monarchy but also has the Mughal government system.
      This is possible for some reason in eu4, I did it in my Provence run and one of the players in my custom nations battle is also doing it

      Kevin Tenuta hahaha the only way you can get Austrian imperial monarchy with Mughal diwan is to be Austria or to reform Austria (after full annexing them) and completing the mission that requires you to annex Hungary, then somehow form Mughals

Also gives your vassal that 10% morale from automatically becoming daymo. Most will not even do a coalition because you tend to be unknown to most countries. You can play at -2stab and alot of war exhaustion.. it hardly has an effect on you since u own no provinces. That's why I personally think it also belongs in SS tier

    I think calling Lietuva grand duchy is wrong. It was kingdom. Its ruler was the grate lord, lord of lords the highest titule of his people, so he was the king. Same as a king of kings is an emporor.
    Also the origin of the word that modern lietuviešu use for lord is actually the same one as for king. As the word used for king is comes from Karl as in Karlemagne.
