I always thought that Rayquaza was already and always in its primal form. A key difference for primal groudon and kyogre from their present forms is the line pattern around their body.. Both their primal forms have glowing yellow patterns. Rayquaza always had that glowing yellow even in the original gen 3.
I gotta say, its definitely the least badass of the primal forms
And I also think that since rayquaza lives in the ozone layer, it doesn't draw primal energy that comes from the earth,in which kyogre and groundon draw their powers from
@@youraveragerobloxkid probably cause primal reversion wasn't really a concept yet. if they were to redesign rayquaza now, assuming they didn't care about game balance, base (or in this case, primal) rayquaza would have the same BST as its mega form and would have a more grand appearance. combine that with mega evolution and yeah that beast should only exist in lore and not in-game.

1:49 I'd say that it's actually Groudon and Kyogre that kinda got the short end, 'cause they need to be holding their respective orbs while Rayquaza simply needs to know a specific attack. Also, all three forms give the same total increase of base stat points, so Rayquaza's not really missing out on anything.
difference being if you ant another mega than rayquaza they you are stuck witht he normal ones... primal reversion however is free and can be combined with any mega of your choice. Ray had the strongest option indeed, but also the most restrictive one when it comes to team building

Rayquaza doesn’t have a primal form to turn into,because it always is in primal form
When kyogre and groudon go primal the dark patterns on their body’s start to glow yellow,rayquaza always has the patterns glowing yellow,that’s why he could so easily over power the other two primal Pokémon,when it mega evolves it becomes the most powerful Pokémon for battles
Mega rayquaza is what happens when you mega evolve a Pokémon in its primal form
The Wild Guess it’s not glowing it’s just yellow
The shinies for Kyogre and Groudon becomes black when Primal Revert but Rayquaza shiny has always been black.

Its actually rather simple:
Primal reversion is restoring the power the pokemon once had. Mega evolution grants the pokemon new power, potentially power the species could have in the future. So many species could actually have mega evolution, but some would require a primal form to regain their strength, as a few species are getting weaker over time. Two other pokemon that would likely have primal forms are Regigigas and Arceus, as neither are able to perform the feats that they once could.
I mean, Arceus would most likely gain an ability to have full typing bonus, (meaning he might as well make all attacks not very effective).
And his primal move would most likely be the equivalent of a thanos snap of course...

I always figured Mega Evolutions were just what happens when you overload a pokemon with the life energy of one of it's own species.(AZs weapon using pokemon life energy to fuel itself and thus the eradiated evolutionary stones were eradiated with enough of that pokemon species energy to become a mega stone)

He did need the Mega Evolution to destroy that meteor from Episode Delta, so even he has a limit.
One interesting thing is that Air Lock still negates Primodial Sea and Desolate Land, so it's conceivable by game mechanics that base Rayquaza could beat the Primals. Though Rayquaza only winning because of Primal Groudon missing his Stone Edges and Primal Kyogre missing his Blizzards would be funny.
