She is singing, but in a lower register. Afterwards she sang full on in the dubbing stage. Hollywood did this frequently, they didn't want the singers to show strain in their appearances.
pippofan you are correct. Almost all Hollywood movies were lip-synced after 1932. There are no videos of Flagstad singing “live”, alas.
I very much doubt that Flagstad would show any strain when singing, even if they would have made live videos of her singing - when you sing like that, there can be no strain!

Now I’ve been convinced that Flagstad is indeed singing live. I had never seen another clip of her singing live, and it seemed to me she was singing too effortlessly to be singing live, especially this scene. I have never seen another soprano sing this with such easiness. She was such an incredible soprano. For me, she’s the greatest Wagnerian soprano that the world has ever heard.
Noticed there were no ladies playing in the orchestra. Things have come a long way since.

Yeah it was in a movie.
Before I heard her in a Handel Messiah role = rather mediocre /not really her stuff. But in those wagner roles she is a perfect match - her rather hard norse accent in this case supports interpretation there. Norse shield maiden singing Handel mellow role about jesus - nope! Norse shield maiden singing Wagner shield maiden - definetively yess!
