Why the black outfit guards in the beginning are dying with just one shot of AK47?? Care to explain?
It depends on your skills. They also can kill you in very less shots.

It's very simple Project IGI when released in 2000 has very low AI and more than that the guards or the red hats which are triggered only when the alarms turns on they have a mechanism to shoot when they get in position if they are running it's very simple to take them out with 1 or 2 shots but if they take the firing position they can just kill you within a fraction of seconds in a very lethal way.
In 2002 when IGI 2-Covert Strike was released we could see various kinds of advancements done in the NPC's or enemies Here are some of the developments-
* Hearing Ability
* Detecting from where the shot is coming
* Automatically crouch to shoot and give major damage
* Far sightedness

Does npc regenerate again and again and doesn't end?
Yes but after you finish them 6 to 7 times they stop spawning
Can you do mission 14 by killing all npcs?
