It's simple. In my opinion, The Asst. Police Chief doesn't think his job is permenant. And, given that the price of houses is ridiculously high and mortgage rates are around 6% to 7%, then his home in Georgia may be in a nicer neigborhood than what he could reasonably find in Memphis and maybe his Georgia home is already paid off or close to being paid off. He would have to completely start over in Memphis and has doubts about moving especially since the person who brought him to Memphis, his boss', job title was reclassified from Police Chief to Interim Police Chief. Duh!!
