It should be physically impossible to go significantly over the speed limit. If a street is supposed to be slower, then it needs to be narrow with tight turns, curb extensions, raised crosswalks, steel bollards, and trees forcing the driver to slow down. On highways it can be designed faster, with clear zones and a physical barrier between the highway and pedestrians. But streets cannot be designed like highways. Memphis needs to narrow many streets.
