State Parole Board denies parole for Skylar Neese killer

Rachel Shoaf, one of the girls who was convicted as a teen of killing Skylar Neese, was denied parole for the second time on Monday.

I had no idea Rachel was able to apply for parole less than a year after her first parole hearing. Isn’t it supposed to be a minimum of 18 months
