Maybe the locomotive was needed at another place and would have travelled loose anyway. So why not attach it to a normal passenger train going there which does not require speed? This is rare, so there must be a good reason.

@@memeslover590 power requirements would be lower for a 4000-5000 bhp engines which are mostly used for passenger trains. This one is a 12000bhp engine. It is used to pull large goods wagons.
