    STORYLINE
    Shouting "Long live national reunification," a South Korean activist who spent more than three months in North Korea without his government's approval stepped over the line dividing the North and South, and was promptly arrested on Thursday.
    The stunt by No Su-hui, 68, was designed to draw attention to the division of the Korean Peninsula.
    He had gone to Pyongyang from China in March without Seoul's permission, defying a law that prohibits South Koreans from travelling to North Korea without government approval, officials in Seoul said.
    He was arrested immediately after his return, police in Seoul said.
    Associated Press video showed South Korean officials in suits grabbing a defiant and resistant No just after he stepped over the demarcation line inside the Demilitarised Zone as South Korean soldiers snapped photographs at close distance.
    On the other side of the border, soldiers and officials stood watching the melee as crowds of North Koreans waved white "unified Korea" flags.
    Turning around to face crowds of cheering North Koreans before stepping over the line, No raised his arms and shouted "Long live national reunification, by our nation itself," a white unified Korea flag in his right hand and a bouquet of flowers in his left.

      According to national security law, it's illegal to go to North Korea without permission and It's also illegal to praise North Korea, Communism.
      He had entered the North Korea through China for a memorial service marking the 100th day since the death of Kim Jong il without Government's permission and stayed there for 104 days.
      He has mourned Kim Jong il's death, also visited the kim jong il's statue and said 'Our great hero, General Kim Jong il will be in eternal life' and visited North Korean national cemetery (that's called '애국열사릉') where war criminals are honored and the memorial palace(that's called '금수산태양궁전') where bodys of Kim il sung and Jong il are displayed while he was staying in North Korea
      After 104 days, he went back to South Korea from North Korea as you could see that in video
      And He was arrested and charged for breaking National Security law.

      @@KWP-vu6iy handcuff, leg cuff, connecting cuff. That’s standard procedure in bondsmen restriction for bail bond bounty hunters. In most US police departments they do standard arm cuff leg cuff and escort. I’ve never once heard of a professionally recognized department with authority to restrain use ropes.

SK knows already how the NK propaganda works and they don´t care a little event like this at it wont change anything at all. Also the DMZ itself can close at any time without notice due to rapidly changing political situations. There does exist one difference: visitors from the South will be closely monitored not to cross the actual line while those from the North are a little bit lax about that, perhaps due to worries about NK's unpredictability.

    He served 4 years in prison. On release, he was not allowed to vote for 3 years. The person who communicated to help make travel arrangements was sentenced to 3 years in prison.

      I totally back south Korean move of arresting immediately when he crossed border. He could have brought some disease spreading pathogens inserted by N Korea in his body to widespread disease and cause emergency without knowing extent of pathogen can cause it's effect.     He promoted the idea of the reunification of Korea. He also opposed the president of South Korea who had a very bad outlook towards the North. He was arrested for the crime of breech of national security. The soldiers nabbing him are South Koreans.
    Its common sense. No North Korean can escape so easily and he wouldn't want to go back in any circumstances whatsoever.

The reason they did not move is for security purposes as they must always be watching the DMZ vigilantly just like the KK MPs you saw.       It's now an undisputed fact that the Korean war was started by NK under the full approval of Stalin. The Rangoon assassination attempt, KAL858, Bombardment of Yeonpyeong, ROKS Cheonan - these are just a few examples of NK's provocations against SK. Many times it could have led to total war - but it didn't because SK didn't retaliate violently. Almost every gesture of peace and communication was first given from the South in these situations, and that peace was maintained until the next provocation from the North. It's a cycle that has been repeated for decades.
      South Korea controls its entire military in times of peace. When there is war(I mean total war here, that has never happened since 1953) operations are controlled by the ROK-US Combined Forces Command. A US general cannot command anything unless it is approved by SK. This is mainly because 1. it is more convenient to have a unified command system, and 2. because the US has much advice to offer, since it has more expertise in combat. If the Korean president wishes to command the Korean troops himself, then that can also be done, and has been done once, as an expression of dissatisfaction against the US commanders during the Korean war.
      I wouldn't say that SK has complete independence over its every political decisions, but it's worth having a nosy friend when you have an unpredictable nuclear-armed militaristic state as an enemy next door. That's the decision NATO members also made during the cold war.

    The NKs knew he would be immediately arrested once he crossed the border back into SK so they gave him that big farewell in order to make the SKs look heavy-handed when they immediately grab him.
    For visiting North Korea without official sanction, the South Koreans will give him prison time.
    If a North Korean did the same and decided to return, they'd be given a death sentence.

      Some of those defectors who wanted to go back to the North (for they have seen how much more hell it is in the South), they didn't even made it to the border and instead, arrested by the South authorities for defection when in fact, they legitimately cannot be considered as South Korean citizens yet and thus, cannot be charged of defection (or so I heard that a North defector that defects into the South will automatically make him/her a South citizen the moment they step on the soil so it's like a booby trap for them to assure that they cannot return to the North and if they try to return to the North, the South authorities can just legally arrest them for defection)

    To everyone who is watching this video and might think that he was just a poor guy and the SK government was too harsh,
    He is an outright RED, and his past acts are full of deifying the Kim dynasty, which has always been heavily restricted by the National Security Law. He is not just an activist, but a pro-DPRK communist whose belief itself is a huge threat in a country that is still confronting a communist state. It might not matter unless he was a Korean, but as he IS a Korean, he had to be subdued and strictly punished.
    Not arresting him just because the North Koreans might use the violence as a propaganda is not just worth it. In addition, most people from NK no longer believes the government's propaganda so it won't have a great effect anyway.

      Nah. He said in this video that he will never follow South Korean authority. He already abused South Korean national security 13 times.

    Korea should unify, but most of them have to agree to the method with which they would do that. Since more people live in the South, they have the upper hand. Even most North Koreans would probably prefer that the South's rules to be used.
