Man City charges: Premier League chief executive Richard Masters confirms date set for hearing

    Premier League chief executive Richard Masters says a date has been set for Manchester City's hearing over 115 alleged breaches of the league's financial rules, but would not reveal when.
    According to the Premier League, Man City, who were charged in February 2023, allegedly broke the rules over nine seasons between 2009 and 2018, during which time they won the league title three times.
    Everton and Nottingham Forest were charged with breaching Premier League Profitability and Sustainability Rules earlier this week - and Everton were deducted 10 points in November for the same offence.

      They probably don’t want to do so in case it gets moved back, like it probably has repeatedly over the last couple years. I agree it seems suspect on the outside but I dont want the Premier league to do anything that strays from their own protocol however frustrating it may be, because that only opens them up to be even more vulnerable to the undoubtedly strong legal team of Man City

    Funny how they could tell us the dates for Everton (twice) and Forest, but can't tell us the date for City. If it's been set, what reason could you have for not telling people. Surely they could at least say it's within the next 6 month or a year. Interesting as well that the hearing will take place after the rule changes.

    They don't want to give the proposed date for the Man City hearing, because it may be put back to a later date, if either prosecution or defence are not ready. And you can bet anything that Man City's defence team will be doing everything they can to prolong the process for as long as possible, just like they have been doing all along.

      The last time Man City were charged , essentially for fiddling the books they delayed and delayed when the charges were finally brought to bear Man City's lawyers said " sorry old chap but too much time has elapsed therefore we are exonerated " . I haven't heard anything that tells me they won't do the same again. So either those bringing the charges are inept or they've been bought off.     Simple, all the other clubs should get together, set up a fund that excludes city and put on retainer a bevy of solicitors to hold charges up in court indefinitely! I think its disgusting that these minimal distinctions get made, they won titles whilst subverting the spirit of competition by having concurrent contracts, to say nothing of sponsorship deals for vastly inflated fees, well above similar deals, but in city's case sponsorships from companies owned by City's ownets, its a joke.

    Now retired, I have a business degree and spent over 40 years in senior positions in the international corporate world and financial services industry. In my view this FFP (Farcical Football Poppycock) is utter nonsense!!
    Without going into technical details, investment decisions in any business are far more complicated than these ridiculous ‘ham- fisted’ kindergarten level rules being imposed by the Premier League. OK - we all get emotional about football, so let’s look at a broader perspective. In a free market economy, I cannot believe that an industry cartel could enact artificial regulations to protect their own dominant positions in that specific industry, at the expense of new entrants (or “noisy neighbours”) to that industry!! I also cannot believe that if this issue ever went to court, that these ridiculous rules would be upheld in a court of law. The precedent this would set and the potential disruption this would cause to the economy as a whole beggars belief!!
    If they persist with this absolute nonsense, I foresee constant litigation by all affected clubs and a general chaos in the administration of trophies and relegation places. Remember the legal process could spread over several seasons!!

It's an historic case of rule breaking, dating back to before the new rules cameinton force,and cover a massive time gap, where Everton and Forest and being measured under the new PSR rules, covering the last reporting period.

      City are being investigated for years of systemic rule breaches across numerous reporting periods, along with failures to provide the appropriate documents when asked for them, and have fought the process at every turn while arguing "This isn't fair, we've done everythihng we can to help the process"
      The PSR sanctions are handed out by EPL adjudicators, and the City mess is being delved into by an external panel of lawyers who are having to deal with over a hundred individual cases of alleged breaches of the rules. The main reason the City cases haven't come up yet is largely down to the appeals they keep filing and I'm sure when they are found guilty, they will have years of appeals lined up to delay the outcome even further.
      Eventually they will probably find an adjudicator whose kid needs a rare and expensive medical treatment or operation... at which point they'll be fine and it will all go away.

    What they may be doing is charging those who breach so when it comes to Man City, when they (should be) charge for so many more offences they cannot complain about the severity to come. If that happens then fair enough. If the difference in proportion of penalty is not significant , then the FA will have a big issue on their hands. Man City should be even more nervous following these charges against smaller teams who have breached very little in comparison - you very much could be looking at titles stripped and/or relegation. I didn’t think that would truthfully be on the cards, but it’s starting to look every bit possible now.

      Relegation to championship, ban on transfer windows for 3 years and stripped of all titles over those years. I think that would be a great punishment. (Most players will want to leave and they will not be able to sign new players apart from their own academy and when they can sign players it will all have to comply with FFP so the rebuild will be slow)

      Or, if they want to pay their way, it has to count towards the clubs financial accounting. This would mean a very heavy fine would in fact put them in a difficult financial situation where they would likely have to start selling stars, and their financial abilities would be more like a Championship side for a number of years due to having to comply with FFP and PSL.

    Also spending rules were about stopping teams buying loads of players to buy League positions - not to fund a new stadium. How many other clubs at present are paying for a new stadium. West Ham were literally gifted theirs! So were City.

    When are people going to realise that Shieik Mansour and the UK Government have a great relationship due to the oil coming to the UK. If Man City are given a severe punishment then he can say either bump up oil prices or take it away completely in retaliation. Those 115 charges will only equate to 1 maybe 2, and therefore -10 or -20 deducted, which will be nothing to Man City. Worst still it's covered up completely and they get away with it.

    This is different to Fifa's FFP, in that with the Premier League there is no date by which any these offences become null and void, which was the case with Fifa which was why Manchester City were able to get off those charges.
