While there's a possibility centre mass was the intended target its still highly unusual. I am not saying it was intentional or not I don't know but the throat or the head is not considered a kill shot target for handguns. That's the sweet spot for a sniper though. (brainstem, but from throat to nose usually)

@mansd5131 This is a common police procedure. An armed individual who is downed must be handcuffed and inspected. The older brother was already fatally wounded by both bullets and his brother running him over and dragging him ~25 feet. He was pronounced dead in a hospital that same day.
