24% is almost 25% which is 1/4. So we need an answer that is close to but not exactly 1/4. If you look at the answers B and D are obviously nowhere close to 1/4. C is exactly 1/4 so that can't be right. Therefore it must be A.
There's also process of elimination. You can eliminate C and D because the likelihood of 24% getting into a fraction of the same denominator is pretty low. Then you look at B There's no way the fraction value of 24% is gonna be 1/25, leaving you with one plausible answer... But your way is definitely better

The moment I saw the answer choices, I realized the denominators were all similar (24 or 25). In the event that you start with a numerator and denominator that are both even, yes. All you are ultimately doing, is multiplying by 1 in a fancy way. In general, you need to divide both numerator and denominator by factors they both have in common, until you divide by all possible common factors. Usually, the factors of 2 and factors of 5 are easiest to recognize, just by looking at the final digit, so they are good starting points.

This is how I did it, but I guess this only works on a multiple choice test.

The way I got to it was that B and D are just no where near 24% and C is exactly 25% and can still be reduced, so the only answer left was A

24% is about a quarter or 1/4. Now you can narrow it down to 6/25 or 6/24, but 24% is less than 6/24 so its 6/25. The 1/24 and 1/25 are non-starters.
