you forgot Piantissimo from Sunshine, he can definitely make a comeback considering he found the Magic Paintbrush at the end. maybe he was the reason for the trouble in Bowser's Fury (maybe Jr bought a different model of it or something).
I really wish they’d bring back Tumble. Why? So Toad can be playable in Mario Party games again. Besides, Tumble fits more as a host because he fits the general gist of Mario Party to a tee.
Only reason Toad wasn't playable in MP Superstars was cuz the game was basically a remake of Mario party 1-3 but still he needs to be brought back and the sun and moon could easily be back
I guess it would be cool if MP had an exclusive character. Some thought Tumble was too cute/kiddy though. Granted MP has always been a bit more kiddy and carefree then most Mario games. (Super Mario RPG and Odyssey have some edgy stuff in them.)

DK Jr is believed to be modern DK and arcade DK is believed to be cranky Kong, so that's another reason we might not have DK Jr anymore. But VB and N64 Mario tennis had him in it!
Actually, Cranky is DK's Grandfather. So Jr is the father of Rareware's Donkey Kong

People have said that Jumpman in the original Mario games is Mario’s father, and Pauline(from that game, and not the current Pauline) is his mother. And they have also said that Donkey Kong Jr from those games grows up to be present day Donkey Kong
the last part is true, but jumpman and lady have been confirmed to be present day mario and pauline by miyamoto himself

Thing to note about Donkey Kong Jr.: while the timeline seems to differ depending on the era of Nintendo, the main consensus nowadays is that Donkey Kong from the arcade game has grown older to be the character who is now called Cranky Kong. Cranky Kong's son is Donkey Kong Jr., who is actually the father of the present Donkey Kong.
So had Donkey Kong Jr. been present in Double Dash, he would have been a child racing along with the adult version of his son. Weird.

I would have said Spike from Wrecking Crew was the most obscure Mario character, but then he had a surprisingly huge role in the movie.
There's also Prince Peasley from Superstar Saga so there's more than one prince in the Mario universe.
And Prince Dreambert from Dream Team as well. And a few others here and there that I can't remember the names of.

I remember the Noki's. Outside Noki Bay, they appeared in, Gelato Beach, Pinna Park, and Sierna Beach. The old man noki is tied to one of the biggest Super Mario Sunshine mysteries, the book. His grandson is memorable by association, and the momma and baby noki are cute. There's also another raccoon appears in Noki Bay.
The Nokis aren’t in just one level! They appear in Pinna Park, Gelato Beach, Sirena Beach and Noki bay!
And outside of Mario Sunshine they have an appearance in Mario Kart 8 in the background~.
And these raccoons are in the Shop, yes, but also is one of them in Noki bay selling boots. =)

Edit: DK junior is a peculiar case, as per official cannon, Cranky Kong is actually the Donkey kong from the original arcade game, now don't ask me how that works with Mario and Pauline still looking in their early to mid 30's and cranky looking like he's about to hit 90 but that's the official canon some speculate that given the pauline in the original arcade is red hair and the current one is brunette and the mario in the arcade looks different than current mario that both are ancenstors of the current characters, as for Junior that's were it becomes complicated, for starters, yes Junior was scrapped from the Mario Universe, but Nintendo can make up their minds, in some explanations it is said that Junior is the father of the current DK, but more recent media and games like the movie, show cranky as DK's father instead of grandpa making him a grown up Junior, so there you have it, either the father of current DK or Current DK himself, Junior is scrapped for good.
Ukiki came from Yoshi's Island and has appeared many Yoshi games since + some Mario spin-off games. Latest being Mario Party Superstars (2021).

Dk jr is actually the son of Cranky Kong. Cranky was the original Donkey Kong in the original Donkey Kong game back when Mario was saving Pauline before Peach.

Wart is a peculiar case, as Mario 2 is just a reskin of a japanese only game called doki doki panic technically NONE of the enemies there are mario games persay, but part of the doki doki panic pantheon, birdo and shyguys were IMPLEMENTED into the mario universe later on, but they were not mario characters in the beggining.

Actually, Donkey Kong Jr. is canonically the modern Donkey Kong. His father was the one we see in the original Donkey Kong series in the arcade and on the NES. No, this isn't a headcanon, this is canon.
Unlike most one-off characters, DK Jr as well as original DK are not in current Donkey Kong Country entirely because of the canon conflict, much likey technically Mario and the original Jumpman only shares the same character spirit but not entirely one individual.

Wart actually might be a dream creature since the only other time he is seen is in the Legend of Zelda link’s awakening he appears this time as mamu a frog idol of sorts but uses the same design as wart. he teaches you the frog song of soul which can bring alive long dead things. But oddly enough it’s later revealed link’s awakening is a dream link is sharing with the wind fish meaning the only times wart appears is in dreams hence me leading to believe he is a dream creature
