Budapest Memorandum was violated by Ukraine in 2008 when they decided to apply to NATO abrogating its obligation to neutrality.

But according to the 14th amendment we're all born has national citizens. For the 14th amendment there was no such citizenship as a US Federal citizen. The definition of a national citizen is.
