Bill Browder: Frozen Russian assets could fund Ukraine's defenses and reconstruction | DW News

  • Russia’s frozen overseas assets can and should be used to fund Ukraine’s defense and its later reconstruction, UK-based financier-cum-activist Bill Browder told DW News. Browder waved away concerns that confiscating the estimated $300 billion worth of central bank reserves held in the UK, US and EU and frozen since the start of the war in 2022, could set a problematic precedent. “My argument is that Russia has so broken the international rulebook by invading Ukraine, that one can make a clear legal argument to confiscate this money,” he told DW Correspondent Ben Fajzullin. “And most importantly the money, it’s either going to come out of our pocket, or its going to come out of the Russians pocket. And Putin should pay before we pay for this war.” Browder is attending the annual World Economic Forum meetings in Davos, where he is pushing the issue.

    I like that Putin said Russia would consider seizure of assets as “theft” when they are stealing huge swaths of Ukrainian territory. Makes me feel warm and fuzzy when I see stories like this. I can only hope these assets go straight to Ukraine to fund their defence.

    Bill Browder as always up to the task. By the way, his own investments were stolen in the 2000s by some Chechen oligarch (or bandit) who was close to the Kremlin and with Kremlin's permission.

      The same reason anything takes so long, politicians bureaucrats, call them what you want.
      The American people are overwhelming on board with this plan I think most Europeans are too. Well excluding Russia, Belarus, and maybe Hungry.
      The thing to me is, if you don't want your money taken don't put it in foreign banks that have a treaty obligation to help the country you're invading it's just common sense. I mean at least withdraw it all first if you want to keep it.

      I still keep asking myself, since the dawn of war, Ukraine has receive so far an astronomical amount (90%) of that amount comes from US & Canada. While the rest (10%) comes from other nation/s from Europe continent including Oceania.
      Lets say, that re - building the post war Ukraine, it will take definitely some (15 - 20 +) years time, always approximately. International Monetary Found comes, and says (2) Ukraine, you know something.
      Europe, US, Canada, Oceania offer you, everything they had, during the war. All these financial assistance never comes (4) free!!!
      Which is the response of Ukraine through International Monetary Found (2) West nation/s (4) their assistance?? How long is go (2) take (4) Ukraine (2) return all the financial assistance received during war???
      What kind interest rate, Ukraine is go (2) ask from West countries (4) their assistance through International Monetary Found?? I don't see any1 wrote such things...

      What part of Russia is a "dictatorship" do too many people not understand?
      'Dictatorships...' don't even allow their own people to speak out, or know the truth!
      So why on earth would think for a moment they would tell "you" the truth?

      If a Russian person even calls this a 'war...' they can face upwards of "10 years" or more in jail, or worse be murdered by the regime. Putin has said this 'war...' has to be called a "special military operation."
      Russian soldiers are brutalised, lied to and tortured by their own government. The families how lose loved ones, few get the death payments promised them, and soldiers themselves are left often with no pay or weapons with substandard equipment, which left many to freeze to death in winter.
      There are no free fair elections in Russia under Putin - all free media and political opposition has been shut down, journalists, politicians and ordinary people - imprisoned or murdered!
      Many have been taken in by Russian disinformation: by the way it was Russia under Stalin and the KGB in 1923 which arrived at the concept and coined the word 'disinformation!' They even gave it a Western sounding name, so we would more easily adopt it... so that worked?
      Putin has murdered "100 000s" of people in Chechnya, Georgia, Syria, Moldova, Belarus and Ukraine and elsewhere in the world.
      Syria, was a people's uprising as a result of the Arab Spring, which began in Tunisia in 2010, as a result Assad slaughtered peaceful protesters with gunships. The people fought bravely for years, but when Damascus was about to fall, Assad called in Putin. Assad and Putin then murdered "100 000s" of people, dropping bombs on children in their schools, burning them alive!
      In Russia itself, if people even call the Ukraine Russia War, a "war..." they can face up to "10 years" in jail, or if someone is a high profile politician or public figure, then can be imprisoned or even murdered.
      A recent UN stated the in a terror campaign orchestrated by Putin... "children" as young as '4' years old are being tortured and raped.
      We must act to stop this, and support the people of Ukraine to ensure this ends... in defeating the Putin Regime this could be a turning corner for humanity, in our search to end war, and all injustice?

      Done some research on Browder. He made his fortune on Russian shady late 90' and early 00' privatization, after 2006 he was accused for some of his wrongdoings there and he flee from Russia not to be arrested. So he took Russian money too, let him give Ukraine some of his (I meant Russian) money if he is so concerned. From his regime I can understand why he can justified stilling private property.

    Because of his personal mission, Browder is tempted at times to comment on things outside his expertise, but in general his analyses are sharp and straight foreward.
    One of the first to stand up to Putin and his mafia tactics, and truly committed to the legacy of his friend Magnitsky, Browder is of a rare species.

      @@Basieeee There are many nice start ups in the Ukranian Defense Industry that can be invested in. In Sovjet times Ukraine was the hot bed of the Sovjet Degffense Industry. The ukranians are hard working clevver people who drink less alcohol than the always drunk Russians.

    You could still ask why private investors shouldn't help Ukraine with its immediate war effort right now. But there may be an answer.     As this is an illegal war of aggression that are rare not common, under international law Ukraine has an entrenched delictual (tortious) right to damages, reparations and compensation against the Russian state assessed on very special favorable principles to Ukraine. This entrenched universal right is independent of any treaty or internationalized contract with Russia. Thus, access to the frozen 300 billion of the Russian state for Ukraine should be a matter of no debate and Ukraine should be able to claim a security interest over the lot.. There are far too many nervous nellies that need to be pulled into line and confronted as to what is at stake in this war and told to get out of the way then pushed if necessary.

      Regarding (west)Germany, one of biggest inititiators was the "Marshal Plan", a fund for reconstruction, you might watch a documentary on this one, another was the country rebuilding strategy which ended in the "Wirtschaftswunder" in the 60s or so.
      Look at Japan post WW2 and South Koreas investment strategy after the Korean War.
      And take note which countries in history were the most loud ones to shout for reparations...
      [Edit] Note that there is this tiny thing called national debt, in case you are wondering where the money was pulled from.

      Yes, they mostly did. Germany still paid some WW1(!) reparations just a few years back, in 21st century. Also, as the biggest economy in the EU Germany is also funding poorer member states, like Poland, the Baltic states etc. Some eastern block countries (Poland) never got their WW2 reparations, despite the fact that Germany did pay them, because they were stolen by Russia (USSR).

    It is shocking to me that this hasn't already happened. When I first heard of the frozen assets in the early days of the war, I had assumed it would be turned over to Ukraine in compensation for damages. The only thing I can think of is that it is being held back so that there is a bargaining chip to be used with Russia. Something they can look at as a consolation, in return for withdrawing. Though I can't imagine it being a very strong PR tool to be able to say "We didn't lose the war...we got the money that was originally our back!"
    Handing over the frozen Russian reserves is a bare minimum. Ukraine gave up their nukes in 1994 with the Budapest Memorandum, in exchange for Russian and US guarantees (among others) of territorial integrity, Since Russia has grossly violated that integrity, I think the argument can be made that Ukraine should get their nukes back. That might change the war-calculus in Russia a bit...

As Bill Browder said, they should initially use the frozen assets to ensure victory, or at least prevent defeat. Anything left over can be used during reconstruction. Even if it doesn't fully compensate for the damages, it should at least provide a future deterrent to aggression.

      I fully understand, the sticking point of the argument. But this is Russia, they’ve cost Ukraine DECADES AND GENERATIONS in lost civilians, schools, hospitals, and other infrastructures critical or otherwise and if we can’t carve out a distinction for that their is no reason for international law. So it becomes a weighing of sorts the anarcho capitalism over the Russian state or the priority of condemning it’s bloodlust and aggressions so that it does not become a precedent.

      Oh no where will blood soaked regimes such as North Korea and China do there banking? With our sanctions we’ve tried to isolate Russia to some extent, but it they have tens and hundreds of billions in bank accounts sadly kept are all our sanctions just some kind of perversion?

      In other words. Only the USA and EU countries have guarantees of the inviolability of financial resources. The democracy of other countries may be questioned. And such a country will be robbed immediately. Right now, even Israel could be charged.

      All of those were performed following sufficient casus belli, and were not motivated by expansionism. The fact that you believe there's any moral equivalence between the actions of the US and those of Russia, or those of any of Russia's closest allies, really indicates one of two possibilities. Either you're on somebody's payroll, or you suffer from a grave lack of functional neural complexity.

      @@cannibalronny7314 Law enforcement officers sometimes shoot criminals. The reason this is allowed is because they don't do this arbitrarily---because they only target people who broke the law. Excessive use of force is of course a thing, but I highly doubt your ability to make that case regarding any of the countries named above.

    This is the worst thinking for someone who has spent all his life in the investment ecosystem. Now that the US and Europe are supporting gynocide in Gaza, who will confiscate their Asset? Don't talk about Libya, Afghanistan, or Iraq. In my opinion, this idea will affect Western nations in the long run.

      I think the concern about the precedent set by confiscating assets is a valid one. I would posit that this extreme situation warrants such an equally extreme response, and is a smart trade-off, but I can understand a different view. However, a claim that the US and Europe are supporting genocide in Gaza is laughable, excepting that there is nothing funny about the escalating bloodshed unleashed by Hamas' attack.

      Libya, was a people's uprising which if we hadn't of intervened and stopped Gadhafi turning his army against the people "100 000s" would have been slaughtered!
      Iraq is now a successful democracy.
      And our actions stopped the genocide against the Kurds.
      And Afghanistan again under the Taliban, a dictatorship, which denies women even basic rights, and forces children into marriage, abuse and rape!
      So check your facts please, instead of jumping on the bandwagon?
