But why Kolkata, when Visakhapatnam and Chennai are much closer to the Indian Ocean? Does this agreement go beyond logistics and repair? In the last 12 months, the U.S. has struck agreements with multiple Indian ports. Do the developments point to a possible preparation for war at sea?

Indians need to ensure that ships loaded with weapons must be strictly prohibited from entering Indian waters until and unless they have offloaded their weapons elsewhere to prevent these vessels becoming a security threat to India and also to prevent accidental mishaps.
