It's part of a larger problem, that our government and criminal justice system are absolutely indifferent to the hardship of hardworking honest citizens. In 1991 I had my ten year old, rusted Honda Civic stolen off the street in Queens, NYC. When the cop came to take a report an hour later he said that an old car like that is worth much more for parts and it was probably already in 2000 different parts by now. I researched car theft in NYC and found that in the preceding year there about 15,000 car thefts in NYC. Of these about 1200 of the thieves were caught. Of the 1200 that were caught about 160 went to trial and of these only 64 served jail time. I'm a dentist and at the time was struggling to save every penny to get out of that sh*thole of a city and didn't bother buying a car to replace it. So it struck me that stealing cars is literally safer legally than being a dentist in NYC. Really pathetic.

Take the smog test with the new Cat, pass the test, then you can reinstall the old bad cat so that if it gets stolen, you don't have to dish out several hundreds or several thousands of dollars for a new Cat. Now, keep in mind, I don't recommend this because I'm not the kind of person that would advise any law abiding citizen (like me) to break the pollution laws. Why not implement a chainmail wrap? And if you have one, weld it onto your exhaust pipe before and after the cat. Or you can use the chainmail as a way to make that mesh so the cat can breathe. Most of the time these guys have that special metal pipe cutting tool on Amazon, the chain thing wraps around the pipe, three twists and it's off. So about 1 minute is all it takes to snatch a cat. You could also weld a cage around the cat, kind of like a milk carton. Use angle iron, weld a U box, connect the four bottom pieces and make a cross section. Make the ends of the U smaller than the cats diameter so if they manage to cut it, they can't take it out. I'm going to start suggesting this to all the truck owners I know... Lol.

The first time my converter was stolen, my truck was at work. Thieves stole converters off every Toyota truck on the parking lot. Surveillance cameras allegedly must have been made by Sgt Schultz, as they saw nothing, nothing at all.
The second time my new truck was at the dealership for a recall campaign. Instead of parking the truck inside their gated storage lot, it was left outside. Thieves hit close to 15 trucks, stealing all four converters off the V8 powered trucks. Cost of factory new converters and pipes, $4500 per truck.

The legit scrap yards are "required" to vet sellers of scrap with identification. If a scrap yard receives large amounts of catalytic converters that have clearly been sawed off they should report it and supply the police with the recorded finger prints, photos and identifications of the seller. So why is this still going on? The scrap yards are either in on it, the sellers have a connection to bypass the city ordinances or they are going out of city ordinance jurisdiction to sell to smaller "mom & pop" scrap yards that dont care about where the scrap comes from. In the end money talks. Thevies got my catalytic converter about a year ago on a used truck i had bought a couple of years earlier, I came to find out that the one they had cut out and stolen was a replacement installed by the previous owner. When I called the police to file a report, I was advised that it is pretty much a lost cause to hope for justice unless it gains publicity. I guess now is that time.

How does the $6 come into play?
2000 degree spray paint is 3 to 4 times that!
Edit 12/14/21 : I may have to change my tone here, I bought the $18 2000 degree paint and found out that most of the outer part of the Cat is a shield that does not get near 1600 degrees, and that 500-degree paint might be fine!
Also when I painted mine I got a sheet of 3/4" vinyl letters and numbers from Dollar Tree and used them to put my Vin # on the Cat before painting, after the paint dried I peeled them off and went over them with my etcher. The number is very prominent!
I also got 15' of 5/16" steel cable and wove it around and threw holes in the frame and Cat shield loosely, hiding the cable clamps above the Cat. Anyone who has cut a steel cable with a hacksaw will know how difficult this will be for a thief under your car.
