Possibly, but then again, after Edith’s passing, let’s just say that in early 1983, Veronica Rooney, who Archie hired on as a cook, returns an infant in her arms, and seeing as how it’s a boy that resembles Archie at that age, that’s when Archie decides to do the honorable thing and wed Veronica Rooney so that the kid can carry on the Bunker surname.
Gloria is a bit shocked to learn that she’s got a little half-brother and that Joey’s got an uncle younger than he is, but she eventually comes to live with the fact that Archie’s doing the honorable thing by marrying Veronica. Archie trades in his Japanese pickup truck for a second hand 1978 Chevrolet Impala 4-door sedan, especially since Veronica already bought a 1979 Ford F-150 Ranger pickup truck in Peekskill where she worked in the cafeteria on the campus of Langley College. So, basically in other words, Veronica Rooney returns to Queens to become the second Mrs. Bunker. Now, they save money by having both the ceremony as well as the reception at the bar. George and Louise Jefferson are honored guests since their granddaughter Jessica is the Flowergirl. Joey is the Ringbearer. Pinky Peterson is the Bestman. Reverend Feltcher conducts the ceremony. Edna Garrett is Matron-Of-Honor, and for bridesmaids, Veronica couldn’t have selected a better parlay than the following:

Jo P.,
Dorothy “Tootie” Ramsey,
Boots Sinclair,
and especially none other than Blair Warner.
Archie buying the place made sense. He would be working close to home. No more Subway and communting.
He can be with his friends all the time. Edith could work their part time and play the piano. 😅
Unfortunately he messed up by forging Ediths signature on the mortgage.
He ended up being partners with someone else in the end.
The Archie's Place show was not that great. Edith also dies 😢

Bob Hastings always played Kelsey in previous episodes. But the actor portraying Kelsey in this episode is Frank Maxwell. Does anybody know the backstory why Bob Hastings did not appear in this episode?

I'm not sure what happened with Hastings but Maxwell looks Irish enough for the part! 😅
According to IMDB, Hastings was doing voiceover work for like 5 different cartoon series, most likely when this episode was taped. Could be he wasn't available?

Why is Frank Maxwell playing Kelsey?

This isn't the original Kelce.
Bob Hastings played the original Kelsey.
His surname was spelled K-E-L-C-Y; as painted on the big window.
How true that is, but we have to remember that the name painted on the big window of the barroom read Kelcy’s.

Archie buying and running the bar worked out after an initial snag that nearly cost the Bunkers their home. But the show wasn't the same as when he was working on the loading dock. And when Mike and Gloria moved out or when they moved to California. I think the first 5 seasons of the show were the best. It was still a good show (and what I've seen of Archie Bunker's Place) but just not the same.
They are harassing this poor man who had a heart attack, I wouldn't sell to either of those guys.
