  • Looks like motorsports in the USA are in danger once again. Today we talk about the RPM Act and why it is so important to our culture and why we all need to take action against the EPA. We talk about what the RPM Act is protecting, why SEMA is fighting so hard for it, and the world of modified cars. Today we explain car culture vs the EPA. Thanks for watching and new uploads every Tuesday, Thursday, and Sunday!

This is a response I got from my Congressmen:
Thank you for contacting me about the Recognizing the Protection of Motorsports (RPM) Act. I appreciate your interest in this issue and your views are important to me.

The RPM Act, introduced by Congressman Patrick McHenry [R-NC], would clarify that modifications of a motor vehicles's air emission controls if it is being converted for use as a racecar at a track are exempted from certain Clean Air Act regulations. As you may be aware, in 2016 the U.S. Environmental Protection Agency (EPA) proposed a rule regulating the greenhouse gas emmissions by medium- and havy-duty vehicles. The proposed rule stated that "Certified motor vehicles and motor vehicle engines and their emission control devices must remain in their certified configuration even if they are used soley for competition or if they become nonroad vehicles or engines; anyone modifying a certified motor vehicle or motor vehicle engine for any reason is subject to tampering and defeat device prohibitions." However, the EPA opted to eliminate this provision from the final rule stating:

"EPA supports motorsports and its contributions to the American economy and communities all across the country. EPA's focus is not (nor has it ever been) on vehicles built or used exclusively for racing, but on companies that violate the rules by marking and selling products that disable pollution controls on motor vehicles used on public roads. These unlawful defeat devices lead to harmful pollution and adverse health effects. The proposed language was not intended to represent a change in the law or in EPA's policies or practices towards dedicated competition vehicles. Since our attempt to clarify led to confusion, EPA has decided to eliminate the proposed language from the final rule"

The RPM Act has been referred to the House Committee on Energy and Commerce for review. Should it be presented to the full House of Representatives for a vote, I will keep your support in mind. Once again, thank you for expressing your concern on this very important issue. I enjoyed hearing from you. For official statements and more information on my views on other issues, please feel free to visit my website at connolly.house.gov and sign up for my email newsletters. You can also follow me on Facebook and Twitter for real-time updates on my work in Congress and the 11th District. If I may ever be of service, please do not hesitate to contact me.

As a pro-climate person, I'll write out my own thoughts as I watch:
Motorsports are such a niche part of the car market that their environmental impact is minimal. Although I'd like to see the numbers around the impact of modified cars compared to if they were never modified (I bet it's minimal). Yeah, I don't like it when someone removes their cat for no good reason, but that one person doesn't have a large effect; *the out-of-the-factory emissions are where regulations matter.*
My overall thoughts are, if the EPA is indeed spending this much effort against modified cars (which I doubt they're actually doing), they're just wasting their time. I don't know if I can have this level of trust in a govt agency, but I would imagine that when they look at the numbers of how much pollution would be saved by not having the RPM act, they would realize "oh yeah, this is stupid, we should focus on something else". I always try to give these things the benefit of the doubt. But hey, I bet someone here is gonna call me a commie or something for having an ounce of trust in the government, because youtube comments are always the best.

They seem to mostly target tuner devices, exhausts (especially catless downpipes) and diesel DPF delete kits.

This honestly sounds like a right to repair type attack being done by the auto industry. By attacking aftermarket parts, it'll probably make it so that the manufacturer is the only entity allowed to control maintenance and repairs. In that case, third party repairs will get less accessible and general maintenance will be more expensive. Ironically, that would make it so that people have to replace their cars more frequently, which would be much worse environmentally.

His explanation is actually way off.
The threat is not the RPM Act, nor is it a new bill proposed by the EPA. The threat is an ongoing lawsuit that the EPA has brought against an aftermarket parts manufacturer and the RPM Act seeks to prevent the EPA from doing so. The RPM Act would change language in an EXISTING act that has been law for a long time but has not been enforced by the EPA. The EPA has, for a long time, said "don't worry about that bit - we won't enforce it" but kept it in their back pocket in case some segment of the aftermarket industry started taking things too far. Rolling coal is just that; the EPA has been snowed under by complaints about coal rollers and so they have invoked this previously dormant language to go after a diesel tuner. It may be isolated, but it also may open the floodgates that would destroy the whole industry.
SEMA, similarly, has had the RPM Act on the table for a long time out of concern about the aforementioned wording and has taken this opportunity to push it harder than ever before, which might prevent this time of lawsuit from pervading every facet of the automotive aftermarket industry.

@@92foxford that’s factually untrue. As someone who works in aviation I can go on about this for days but I’ll keep it as simple as I can because aviation is very complex.
Airlines are financially incentivized to make their aircraft as fuel efficient as possible. A plane that uses less fuel is cheaper to operate, and causes you to have to put less fuel in it, then you can swap that weight (6 pounds per gallon) for paying passengers and cargo. Remember fuel costs money and doesn’t buy a ticket.
As far as “dumping fuel” that’s is only done in emergency situations and is only allowed in certain areas. This happens because many large aircraft are capable of taking off at a higher total weight than they’re capable of landing at. Example: you take off from an airport for a flight and someone on board has a medical emergency. Bow you have to land ASAP but it’s not safe to do so until you’ve lost say 10,000 lbs of fuel. You do quick maths and determined you’ve gotta dump some out, so you do and get this person on the ground to medical personnel as quickly as possible. Dumping fuel is not a normal thing to do and you need a damn good reason to do it. Moreover it’s very expensive to waste fuel like that.

I've seen a few of these videos about the EPA going after the car culture in the US. My two cents is this:
There are car purists, enthusiasts, and racers (and yes, wanna be "racers" that give the car scene a bad name). All are nuanced and different people under the broad umbrella of car culture. To which there is a difference between the build (up), modification, and upgrade of a car which is geared (no pun intended) toward a purpose. Some are "show and no go". Others are competitive in a good way, while some have yet to realize it's never about the car as much as it is about the driver.
I know when I upgraded (swapped) the engine and transmission of my Civic with newer components (because the original engine and transmission gave out), I made it a point that the set up met California emissions standards (as I am in Georgia), and was to OEM specs or improved for longevity, function and performance with a specific aftermarket brand (that fine-tunes OEM parts). Mind you, the newer setup never spewed spoke like these diesel trucks do at a moment's notice (and which really should be the focus of the EPA)-and not before I had to sit my car up because it was being targeted by haters.
And that brings me to the motivation of the EPA (IMO), which given the current political climate, this is probably coming from elitist constituents who want to monopolize the car scene with their "stock" six-figure plus super cars, because they don't like to be shown up by some compact or small car that has been modified in some way. You know, the kind of modification that leaves them with enough money to maybe buy a second vehicle or-IDK-a house. Then too, for the power some of these modifications give a small car, it because insult to injury to someone who spent a lot of money on four wheels, a seat or two, and a motor-which is the basics of any car.
On top of this, these elitists being into cars, they will go to great lengths to cheat-I mean, compete. 🙂
That brings me to the hate my car has been subjected to with being an all motor, stock upgrade. Its power-to-weight ratio had also increased (which has nothing to do with emissions and especially as it passed emissions consistently year after year). However, the perception of my love for "physics in motion" as being someone who likes to race was justification for violating my car. (I think it really had something to do with that fourth generation Mercedes SLS 500 I dusted at a light when the driver rolled up like he was the 💩. You know that look certain drivers give you, having judged what you drive by what they drive. 🙂)
Anyway, I think the money has to be followed with this cause as to gain a better sense on how to defeat the EPA's efforts-this time around. I don't trust their intention of labeling the car culture as "bad" when only a certain segment choose to bypass emissions. There is more to this than diesel pollution, obviously.

It’s not about the guys who cut the catalytic concerts off their cars but more so about those guys who want to race by trailering their cars to the tracks and doing everything 100% legally. Hell if you buy a performance exhaust it says on the exhaust “for competition use only” if it’s not legal. The other night my friend and I drove to In n Out at 12am ( because it's the only food open) multiple cop cars continously circled the parking lot for over an hour while we were eating our burgers in the cold. Then continued to circle for another 30 minutes while we sat in my car and talked. (Apparently all these things are criminal acts now). We knew they were just waiting to pull us over, so we just kept waiting. Eventually a basically stock civic Si pulled in and parked (only had the world's quietest after market exhuast, heck could have even been stock). As he left we knew we was toast. Sure enough the CHP charger gets behind him at the light. It turns green, the civic LITERALLY pulls away calmly like EVERY OTHER DIVER. And Bam! They pulled him over... It was so ridiculous that it made me sick. He did NOTHING illegal except own Honda... so the moral of the story here is this. While people were busy getting shot, rapped, selling and using drugs, and holding up liquor stores, on a regular Saturday night two dudes in near stock (sports) cars eating dinner are the most dangerous thing in California and it requires the whole police force to handle them... this crap is gone too far. I just feel like if your gonna be into cars, just have a daily driver, and keep your built car for the weekends only, and just take that chance of getting pulled over. It's what we love, and it will never stop so we gotta just drive our daily during the week, and when the weekend hits, we go out with the toy. POV: self driving and 0 emission cars are the only vehicles legally allowed on roadways. Emissions control has forced any sort of automobile culture to be long extinct.
Some old geezer, way past his time, spends his time staring at his RB swapped 240sx. He bought land far out, so that he can continue to work on the car and have the ability to idle/rev it on his land without fear of getting it confiscated. Hes limited on what he can do, as manufacturers for any sort of gasoline cars and parts has long been deemed illegal.
His attempts to keep the car under his possesion seemed to have finally failed. He finds a notice posted to the gate where the main road meets his land. The notice reads: We suspect an illegal motor vehicle is being stored on this property. Our records indicate that a 1992 Nissan 240sx VIN: JXTJ83KD83J that was under your ownership in 2031 was never crushed and destroyed per law. You have 24 hours to provide proper paperwork proving it was destroyed, otherwise your property will be searched and all illegal items in your posession will be seized.
The old man stays up that night. He recalls all the great memories his passions for cars has brought him. The friends, late night meets, and cruising.
The next morning his son wakes up and does not find his father in his usual spot on the porch drinking his coffee. He assumed he disapeared to the shed that his dad says hes not allowed to enter. As the son is eating his breakfeast a roar of a thousand bears echoes throughout the land. Birds scatter, the dogs bark, and the baby in the other room cries. The son runs outside jaw dropped as he sees his father in the driver seat operating the old nissan. The old man nods to the son.
He begins his journey down the driveway. Scraping the frame on the road. The straight piped exhaust csuses the engine to be heard miles away. He makes it to the main road, and stops in the middle almost like he is thinking twice about what he is about to do. The exhaust note is chopping and the massive turbo is audible. The son csn hear it in the distance.
He has decided. The old man pushes in the clutch. Moves the shifter into first gear, and with all the confidence in the world revs to 9 thousand rpm as he drops the clutch. The sound of Godzilla roars across the country side, tires squeal, flames explode out of the tailpipe, and tire marks are left at the path the old man has decided to take.
As he gets closer and closer to the city more and more autonomous cars are found on the roadways that he has to maneuver. As he makes his way to the interstate police units, electic helicopters, and broadcasts are all following this crazy old man. Young eyes are glued to the screen, curious about the old vehicle and why the man would do what he is doing.
The man stops in the middle of the interstate. The self driving cars behind him all stop to avoid collision. The road begins to clear up ahead of him. Police begin exiting their vehicles, and running to try and stop the man.
As he puts it in first gear, he knows this will be his very last time. He looks in the rear view, police are there demanding he exit the vehicle. Theres no going back now. He pegs 2step. The crowd behind jumps from the flames and bangs. Off he goes. One last joy ride.

I live in Thailand and we have a big car culture. Parts are cheap but the cars themselves are expensive. An early 2000s Honda S2000 is like 60k US. We hate the guys rolling coal here too. Unless its on a riverboat. Then everyone loves it.

I think one thing that is being overlooked in this whole mess of Schmitt, is the fact that most innovations in automotive safety have come from motor sports. So is the EPA saying that modern cars are as safe as they can be and safety doesn't have to advance any further? And if they do away with motor sports, where do the innovations for future cars come from. Thanks for sharing, God bless and stay well.

Oh man I can see exactly where this is going. Now when you open up a summit catalog there will be a listing for a lawn leaf blower that uses electric motor attached to a big Whipple supercharger with wheels bolted to it. You know like when you go to the gas station and up by the checkout they have the little glass tubes with flowers in it well obviously the vase isn't for decoration people take the flowers out and use it as a crack pipe. Now we'll have to buy Vortec centrifugal sidewalk blowers that people will disassemble to harvest the blower the moment it comes in the mail.

I drive a big diesel truck and it does not roll coal. I am working on improving its efficiency, range, and capability for long trips on/off road and without aftermarket parts, that is not possible. There are plenty of older vehicles on the road where the aftermarket can help improve their efficiency with modern technology from the aftermarket. Just buying a new car is not the answer and not all of us want to drive EVs or other crap boxes down the road.
