spawners and bedrock from what i know are obtainable, but not blocks like barrier, which would indeed cause a problem
They use some glitches for bedrock and spawners. For the other items? The command blocks take care of that.

I think the creative office does with that they ensure command blocks work and that the creative menu moves.they deal with processing the commands.and then the world gen office has access to command blocks to build the world.
