I can find no tests of that specific unit, but it probably has the same issue as a similar unit tested on this channel where it cannot produce the full 36V output with input voltages lower than 24V or so. This is just a guess, but it's likely the case as many brands and models use similar circuitry and components. The Buck-only models are thus more powerful at a similar price point, but you need a relatively high-voltage supply for them, so the buck/boost type is still useful for those with lower-voltage AC or battery supplies.

But unfortunately the devices have broken down for some reason And this is when the electrodes accidentally touch and release, I find that the device has started to withdraw, which means it has been violently damaged. So it was not a good idea to check the mobile and it bothered me

I have the same, but when I connect a input of 12.6v battery and try to get output 19.5v it does not go beyond 10volts when setting the output volts.
this thing is buck converter only no boost
