Coasting down means speed of turbine is reduced, if vacuum available it's taking long time to standstill but when vacuum break it's taking shorter time to standstill due to air friction.

Initially large amount of air filled in whole system once air evacuated laod on pump decreases so need one pump to provide desired vacuum

Vacuum breaker will open only in case of condenser cooling water failure and in case of very high back pressure in condenser. Not for cooling of turbine casing cooling. For turbine cooling lube oil system with Emergency lube oil pump and over head lube oil tank available. We should not cool the turbine by cold air from atmosphere and there is no outlet way to cool the turbine shaft. And condensation at turbine blade is not acceptable. Your explanation is needed corrected. Thank you

Absolutely right. This is also not used to reduce turbine speed. For speed control governing system is available. If we break the vaccum it will automatically increase the chamber pressure and also casing temperature and on low vaccum, turbine will trip itself on logic.
