However, Ukraine has earlier been a very corrupted country, so there are still remains of that left here and there in Ukraine. But Ukraine is heading out of the corruption and Russia is not necessarily doing that same. However, I assume that the new Russian minister of defense was appointed just to get rid of the corruption in the war-industry. Glory to Ukraine ! Glory to the heroes !
