Okay, a bit of a quick side note: Back when I was around five or six, my Great Grandpa died. Later on after his death, I wrote my Great Grandpa a letter and then went to his grave to attach the letter to a balloon and...let it float all the way up to the sky. The idea was that if I did that, the letter would reach him in Heaven. It's possible that Tsunade could just do that if she really wanted to send him a letter but it's probably more likely that she'd talk to him at his grave like Kakashi does with Obito or Shikamaru does with Asuma.
