The way to stop corruption in its tracks must be clearly defined. Noone is above accountability and there must be a sure way to quickly nip these things and those who cover them up in the bud. Period. There are systems in business to di just this. Expectations are clearly outlined with consequences and steps to take. It is not left to the individuals to determine this. It seems that from law enforcement to the presidency, job description should be clearly defined. Metrics for evaluation and guidelines for accountibility should be very clear.

I do feel that Homeland security Chiefs is an office a very wide and very secure intelligence and technology with the rest of our state and federal governments therefore I do not feel that impeachment is the process because this would opened up the agencies and works broadly to Homeland security and would cause an extreme security breach.
