Sorry to hear about the damage from Debbie, she packed a punch to SWFL. Hopefully you didn't have more damage besides the two fence panels. If the panels aren't broken then it might be possible to put them back in place.
It's suggested to keep concrete a few inches below grade fill with dirt so that grass will grow
