Fez (morroco's capital province) is probably the best province for oil since it starts with ~300K pops and is connected to shore so getting it early on with some healthcare reforms & medicine research to get the population as high as possible you can pump out enough oil for an entire navy with just 1 tile (this is the facts in GFM, and i dont know if other mods have this since GFM makes some insane RGO tiles in other places)
If only Arabia had more pops this would be completely accurate
You can rise the amount by English migrants from metropolitan Albion.
Edit the province files to increase the pops or add modifiers to increase RGO output for when oil spawns

They get oil, but it's so small it doesn't rlly matter, even in HOI4 the oil in the Middle East is really just in Iraq and Kuzhestan (Iran) anywas
