I count the total cost of cards that need to be played. Typically if you have expendable soak like Mr. Rook, you don't need to play the second one. If you have 2 Leo De Luca's, you only need to play 1. So, almost yes. I count the cost of all 30 cards, but I don't count the ones that realistically don't get played.
