He literally talks about her as a beast and probably wanted Khora to be one of the warframes that killed the orokin Council. Its just so fitting for him to be like: My love is dead because of you. So here is this warframe that will punish you one day.
Not just that but Khora is made in both Margulis and Ballas honor with Khora and Venari being paired up with each Orokin. Khora is the Mistress and Ballas is the Monster. Beauty and the Beast.
