    1. The interchange of G K is common, eg Kankan in Sanskrit becomes Kangan in Hindi. Kandhar coming from Gandhar is very highly likely.
    2. At some point in history present day Kandhar must be part of Gandhar region. Could have been the capital even, so locals have hung on to the name, in some form. At a later point Gandhar might have shrunk to only Peshawar and Rawalpindi region.
    3. Since Buddhism was more popular in the NorthWestern region ( present day Afghanistan Pakistan) we see the mention of Gandhar in the Buddhist texts. The Jain were not active there that explains the absence of Gandhar in their texts.

It was this Ghandhara region from where Bhudhism spread to china and central Asia. In fact Bhudhist texts of Ghandhari prakrit were translated directly into Chinese and Tibetan Languages instead of from Pali or Sanskrit. Infact Pali was the language of eastern Ghandhara as well. It was much closer in grammar, structure and phonetics to Ghandhari prakrit. It was probably the language of Takkashila city and its surrounding areas spreading upto Kashmir. Modern northern Punjabi dialects like pothowari, hindko and Pahari are heavily influenced by Pali Prakrit

In what way think Tibet peoples will know about us exactly ?😅 so take it as a BASIC idea of India of that time but not gonna be 100% accurate logical thinking needed to understand !
