I feel like the people who went to the very outside before cresting the final drop were getting off their bikes and sliding into the carnage on purpose! They were totally solo and happily riding along and then (it seems) deliberately tilting sideways and sliding down with no interference from other riders! It was like watching the final moments of Titanic gracefully sliding into absolute chaos.

Some people just lack self-preservation instinct... and in this situation seems like brain is also missing.
Once you are anywhere near that mess you can't really brake. The inclination is almost 40º, so your brakes, already skidding in snow, won't do you a thing. You can't turn because you don't have traction. All you can do is prepare to fling.
It looks like a bunch of ants running for a victim and then they just started falling on top of each other and became the victim of one big organism 😂
