Does it make a difference to have a cooldown hat? What about skip cooldown on the 1st line inner ability?

the lowest cooldown you can go for any skills is 5s. Shield chasing's CD is 6 sec. So for 1sec cd potential will only grant saving of 0.6sec = 5.4s. Anw it's just 1s. Tbh doubt it will make any significant.
