The US lowered it's emissions ON ITS OWN without any "accords". Why? Because someone developed a new innovation that was cheaper and better. Their problem is that you can't mandate innovation. You can only get out of the way and let the guy that has the best idea get it done. IF you could mandate innovation, then dictatorships would be the best form of government. But we know from history that such nations/communities always lag behind everyone else. Our problem is that "They" get in the way of innovation across the board. For each person that "wants to do better", you'll have at least 10 more just wanting more money without any contribution (government).
