I do not think you can put this on the main line, before the meter because of legalities mainly, but definitely should work as an air trap on the house hold / apartment plumbing lines where required.

Only way is to use pressure pump or increase the tank height. Using pressure pump is the best option

air valve before the meter in order to reduce inaccuracy and to protect the meter from being
damaged.

There are a few questions regarding this. (1) Is it legal to connect some customer's equipment before the meter in the line ? (2) What if that ball valve leaks ? Water also will be leaking through that. Of course the meter will not record that but considering that water is a very valuable commodity (and is going to be more valuable in the future) , is that a right thing to happen ? Or hw do we safe guard against that ? (3) The flood situation like someone has mentioned below. Is not there a possibility that the potable water will get contaminated because of leakage through this mechanism ?

Also licenced plumbers are doing this in new houses.
2. We can lock the valve and replace the defective thing. We can definitely see if there is a water leakage
3. We can add an other valve after the air valve, so it won't enter the main line.
