You can set the duration of your freeze frames in preferences. If yours are always being created way too long, but you only need 1 second typically, you can set your freeze frames to always be created at that length.

I never said I "found" a quicker way to track. 20 secs into the video is said how to make mask effects with the built- in tracker so there's no capping here
