In the US today, they protect the criminals and violent people and do everything they can to put normal law abiding citizens at risk. There are little to no consequences for anything anymore and bad people are taking advantage of it.

I firmly believe that if the child KNEW what he was doing and had no MOTIVE other than "just because", then the child should be charged with murder. Period. And if the child's parents or grandparents were directly complicit in the crime, then they too should suffer the consequences.
