To explain it would be repeating the effect. A general tip for cards with a lot of text is it separate each statement. Tidal has a couple separate effects in it that are independent from one another. The only thing tying them together is the last part stating you can use only one of those effects per Tidal per turn.
Luxray Master Xyz monsters can easily be played with almost any deck, as long as you have monsters of appropriate level (and type) to summon them. For example, you can play a Rank 4 - Number 39: Utopia with any deck and use it as long as you can play the required 2 level 4 monsters to XYZ summon it.

yea, u will notice a lot of cards allows u to manipulate the levels of ur monster, so if u tried to synchro summon when the lvls of ur monsters been altered by legendry ocean, u add the total for the synchro summon using the new altered levels not the original "printed on the card" levels, same for xyz if u hav 2 level 4 monsters that been lowered to lvl 3 by legendry ocean they r consider lvl 3 monsters and cannot be used to xyz summon rank 4 anymor but but rank3 only cuz their new lvl is now 3

No. A ritual summon monster must be in your hand unless otherwise noted on the card. Additionally, you cannot special summon a ritual monster form the graveyard UNLESS it was previously ritual summoned correctly.

that doesnt really matter, if the condition for the effect is for the card to be sent to the graveyard then it gets its effect either way whether its sent from the deck, hand, field or even as a overlay unit/xyz material now if the wording on the condition for the effect says something like "if this card *on the field* was sent to the graveyard" then there's a problem since xyz material does not count as being on the field nor becoming xyz material count as leaving the field either
Ok. If a monster is flipped face up due to being attacked, that is NOT flip summoning. That is flipping face up and activates FLIP effects. Flip Summoning is you changing a monster from face down defense to face up attack.
I'd just like to point out in the case of Ritual Monster, not all of them allow you to exceed the level amount, they must be equal to it. Also there are some ritual cards that can be used instead of the corresponding ritual spell card. There's also one spell card that you can tribute the opponents monsters to summon it instead, but it only works for Gishki monsters and there's a downside. But I know you're trying to keep it simple.
the reason behind this is that in the early days of yugioh all ritual monster made then actually did allow you to exceed the amount required the ritual monster that requires the lvl to be exact is mor of a recent thing and even then outside of gishkis where it seems to be their ritual gimmick having exact monsters lvl is still a bit rare

So when i decide to Synchro summon or Xyz summon a monster, will the effect of A Legendry Ocean still take place in the total level of the water monsters i will use to Synchro summon or Xyz summon?

there're usually sent to the graveyard, it depends on the card used to fusion summon them though some cards like miracle synchro fusion and dragon's mirror require you to banish the monsters used as fusion material to fusion summon

tuner monsters are just regular monsters with the a secondary card typing of tuner if its lvl 6 you just need to tribute a monster just like any other non-extra deck lvl 6 monster (besides ritual), the monster you tribute for it doesn't matter, unless the monster your trying to tribute for it has a specific effect that prevents it from being used as a tribute their are other ways to summon higher lvl main deck monster you can just use a spell card that allows you to special summon it or a monster effect that is capable of it

No you can't. But your extra deck is always there to be used during every duel. Its better anyway as you don't need to draw it.
