Sirens on a street lamp are in 95% of the time PA system units. Technically, these are not sirens, but just regular loudspeakers, which are a part of the municipalty's public address system, used for various purposes. However, here, they are considered a part of the national warning system, because they can work like a regular electronic siren. This is why these are tested along with mechanical and electronic sirens.
Here in Europe, having sirens installed on top of a building is a very common practice. Sirens on poles and support masts can be seen as well, but usually, picking the nearest, highest building, that is suitable for the placement of the siren gives more sense.

Aujourd’hui nous avons filmer une sirène alerte à Paris Porte de Champerret qui n’a pas fonctionné à 12h00 et 12h10 cette sirène avait été remise en service en 2008 par demay aujourd’hui elle fonctionne plus la vidéo n’est pas dans cette chaîne mais dans l’autre Julien Boller
