I remember this video. They tried their hardest to pin something on you. That officer didn't like it when you called him out on threatening that kid. At least the other officer was man enough to admit he was wrong. This was purely a retaliatory stop for you filming. I got the impression near the end that a couple of the older officers showed respect for Phillip as they gave him their names and badge numbers. As they should. I'm sure they recognized that at that moment, Phillip was displaying courage that is rarely seen and likely never seen in the cast of characters forming a thin blue line around Rossi.

Read 38.02 more carefully and you'll see that you don't have to provide ID unless you're under arrest. Even if they've legally detained you, you don't have to give ID. The only time detainment comes into play is if you give a fake name after being detained. If they suspect you of committing a crime you can just shut up and leave it to them to figure out who you are.
you are absolutely correct regarding the 38.02, however, half of the states do have a stop and identify statute requiring identification when detained.

I got the impression near the end that a couple of the older officers showed respect for Phillip as they gave him their names and badge numbers. As they should. I'm sure they recognized that at that moment, Phillip was displaying courage that is rarely seen and likely never seen in the cast of characters forming a thin blue line around Rossi.

It is suspicious carrying a camera and to record the police? It should be very suspicious for police officers to lie on why they are detaining you. I think that civilians should have a National Database where they can report criminal cops like that and we can keep track of them. The same way they keep a criminal record on file we should keep a criminal cop on file.

The incident with Rossi, might actually be one of the real incidents that got so many officers killed in Dallas a short time ago. After looking at such police brutality people will get pissed at some point. I really hope the Police will kick these kind of officers out of the force instead of just giving them a three day suspension.

Read 38.02 more carefully and you'll see that you don't have to provide ID unless you're under arrest. Even if they've legally detained you, you don't have to give ID. The only time detainment comes into play is if you give a fake name after being detained. If they suspect you of committing a crime you can just shut up and leave it to them to figure out who you are.
you are absolutely correct regarding the 38.02, however, half of the states do have a stop and identify statute requiring identification when detained.
