I have been a weld inspector for decade and let me tell you new welder out there, NEVER DO THIS. You will never get the joint to pass radiography or ultrasonic inspections. All good welds start with a proper fit up and be weld using an approved weld procedure. If you are welding ASME Boiler and Pressure Vessel Code work and job explodes, whatever deaths are happen are on you.

As a welder, this is bad because metallurgically where the Weld is, isn't 2 pieces of metal slapped together, it's quite literally 1 piece after a weld.
You need to get the whole "2 pieces stuck together" out of your mind when welding, for all intents and purposes it IS 1 piece after a weld is completed on it, and in many cases the base metal that is joined will break LONG before that weld ever does.
Look up tensile pull weld tests, the entire point is to have the metal break on either side of the weld, which is insane cause the metal is literally breaking and stretching before that weld ever pulls apart or cracks.

I'd guess any professional welder knows that, lacking a better/handier method, you can strip the coating off a rod and use it as extra filler where you have a big gap, , , , BUT you should have said to limit it to non-critical, non-structural, non-certified, non-code welds. Some welds can have more permissible defects, more departures from best practices, than others This is fortunate for me at age 75, with bad eyes and shaky hands; since I know my limitations, I can still have some fun welding.

His welder was not running hot enough to do much of anything. The Texas Tig trick only works when you are filling a huge gap. I used to do that while installing dock levelers and that was years ago. And I know that those levelers I installed are still there in use today.
Trenton brewery aka Miller Coors in Trenton Ohio is just one of the places. I installed every dock leveler there and they get heavy use.
