This is not about free speech, it is about the values of the university. Employers are allowed to fire individuals who make comments that are allowable under free speech but go against their company values. These universities are essentially saying the calling of genocide is inline with their values.
Allowing this particular speech on these campuses probably violates title VI, since these universities get federal funding.

What is the hypocrisy? MSNBC is making a 100% strawman argument here. When did a student call for the genocide of any of the groups that Joe mentioned, and the college took action? He needs to name at least ONE instance before insinuating that there is some kind of hypocrisy here. You can't just put up straw men to knock down.
The university presidents were answering carefully, according to their specifically worded policies. What do we expect them to do - oversimplify their policies just to satisfy a politician who is only grandstanding for political points? All they can do is repeat their universities' policies - they almost certainly didn't make the policies themselves, and are not in a position to change policies on the spot to sound better in a congressional hearing.

The questions were ridiculously badly phrases. If the school policies don't actually explicitly ban genocidal speech as a punishable offense, then the policy is bad, but these answers were honest. "Bullying" and "harassment" have extremely specific definitions. Not every abhorrent statement constitutes one of the two.

Exactly, the concern is the existing genocide, and the kids are asking for the liberation of those facing persecution and murder. In the 6 years between 2014 and 2020, Muslim-majority countries together donated $4.86 billion (with a B) to American universities. Over just one year, 2019, the kingdom of Saudi Arabia alone donated a total of $270 million to 144 different US universities.

This is so stupid. It's not hypocrisy. They are correct that it does not violate their policy. It's wrong, and the rules are wrong. It's that simple. Their answers are unacceptable, but they're not dishonest. These congresspeople and most of you need to learn basic logic. The policies aren't whatever you want them to be. Focus on the correct arguments here people.
You don't need a doctoral degree to answer the question if calling for genocide of jews consider bullying or harassment. To the president of Harvard if one of her staff rant genocide to black people what do you think will be her answer?

"Bullying" and "harassment" have very specific definitions. The question wasn't "is it acceptable," or "is it wrong?" The question was about how specific speech is regarded within the rubric of a specific policy. This whole thing is so stupid. Hate speech not targeted at an individual is abhorrent, and it may or may not be against university policies, but it is definitively *not* bullying or harassment. If it's protected by school policies, that should be addressed. But Stefanik's line of questioning and this analysis are braindead.

If a particular group of people are being threatened for simply existing in the world, and those in a position to stop it refuse to, then the governors of these states should consider deploying the National Guard on their campuses to protect those being oppressed.

I read that the board of trustees of Penn called an emergency meeting for this morning following this testimony. The dept of education is also investigating them for title VI violations.

Any sensible person would ask, when and where did anyone call for the genocide of jews? If you want someone to comment on or speak about a specific topic, you have to give an example of it. Just because the republican congresswoman says it and repeats it several times, does not make it so.
These university presidents are not idiots. They know what she meant was the chanting of "from the river to the sea" which was a slogan repeated at some of these protest on college campuses. Which by itself is not a call for genocide, and furthermore is protected speech. They were trying to bait the republican congresswoman to say it, but she wouldn't because she knows it will make her look foolish. That's why she ended her commentary saying they will change the meaning of words in the dictionary if they have to just to ban slogans they don't like. This is literally anti free speech.

It means when speech is something done in a way where it can actually cause harm/discomfort to someone. Like for example, let’s pretend I hate a guy named Tony. If I went into the middle of an empty field and yelled “I want Tony dead,” that would be wrong, and it would be violent speech, but it wouldn’t be harmful conduct to Tony, and thus the school couldn’t expel me for harassment specifically. Even if I said that to another person without any action or intent to actually do anything to Tony, that wouldn’t be harassment. If I went up to Tony and said “I want you dead,” or convinced a bunch of people to bully him, that WOULD be harassment because I am doing something that makes another individual feel uncomfortable or unsafe.
Another question is whether the action occurred in the scope of the university or not. In a lot of cases, unless a transgression is committed on campus or online with campus accounts/devices, many universities will tell you to go to law enforcement because they are less capable of dealing with off-campus offenses.
The question the rep asked was intentionally misleading because even if wanting genocide is horrible and might be against DIFFERENT rules, it isn’t inherently harassment, SPECIFICALLY.

To me it sounds like the college policies the MIT president cited are merely a reflection of employment law. See here what the U.S. Equal Employment Opportunity Commission has to say on ‘Harassment’: "Harassment is a form of employment discrimination that violates Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967, (ADEA), and the Americans with Disabilities Act of 1990, (ADA). Harassment becomes unlawful where 1) enduring the offensive conduct becomes a condition of continued employment, or 2) the conduct is severe or pervasive enough to create a work environment that a reasonable person would consider intimidating, hostile, or abusive. Although the law doesn't prohibit simple teasing, offhand comments, or isolated incidents that are not very serious, harassment is illegal when it is so frequent or severe that it creates a hostile or offensive work environment or when it results in an adverse employment decision (such as the victim being fired or demoted)."
Its weird that they don't say what the hate speech was. Protesting ethnic cleansing of Palestinians and wanton bombing of civilians isn't antisemitism. And being anti-Israel isn't being antisemitic. So what was the hate speech?

Its a vague question. "Calling for" something isnt specific enough for the presidents to be certain to say they should be expelled. I believe the students should be expelled if they call for the genocide of anyone. But ask a better question.

Here is the context: at the wake of a brutal attack on Jews by an organization that call for the genocide of Jews, students at elite colleges supported Hammas and calked for Palestinians to eliminate Jews between the Mediterranean and the Jordan river
The question wasn’t about any phrase-question was simply if calling for the genocide of Jews…not what constitute a call for genocide.
And even if someone thinks that it's not a call to genocide, at the very least it is a dog whistle chanted to harass and intimidate Jewish students. So therefore it would qualify as harassment anyway.

Joe, they said that calling for the extermination of Jews would not necessarily qualify as bullying or harassment. They didn't say it was acceptable, Stefanik would only allow a yes or no response.
They didn't answer yes or no so that's an irrelevant point. And they basically said it's acceptable. Because otherwise they would've said something like: "well it doesn't fall under our bullying guidelines but it does fall under our xyz guidelines and is therfore not allowed"
Stefanik didn't want to hear an explanation, she decided already that some speech was definitely a crime and wanted them to agree with her so she could blame them for something someone said rather than what they've done..

If there aren't rules against something then by definition it is "acceptable". The relevant definition of "acceptable" is "able to be tolerated or allowed", so if these schools allow calls for genocide that means calls for genocide are acceptable.
