A section of new rail that scheduled to be installed to replace a worn out section of rail caused the derailment; it got caught by the wheels that passed over it because it was not stored or secured properly. Sounds like MTA is reverting back to the 1970s and early '80s when derailments and breakdowns were an everyday happenin'.
